Parliament Question: Development of Buxar, Dumraon and Raghunathpur Stations under the ABSS

SHRI SUDHAKAR SINGH: Will the Minister of RAILWAYS be pleased to state: (a) whether Buxar, Dumraon and Raghunathpur stations under Buxar district of Bihar have been selected for development under Amrit Bharat Station Scheme (ABSS) and if so, the details thereof; (b) the current status of the said stations, the date for commencement and completions of the said work; and (c) whether there is delay in completion of work due to officials and contractors and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (c): Ministry of Railways has identified Buxar, Dumraon and Raghunathpur Railway Stations for redevelopment under Amrit Bharat Station Scheme. The progress at these stations is given below: Dumraon station: The master plan of Dumraon station redevelopment work envisages following works:  New station building on main entry  New 6 m wide foot over bridge  Improvement of circulating area and parking on both entries  New platform shelter  New platform no. 3 § Page 1 of 6The works of new main entry station building, new platform, new platform shelter, new 6 m wide foot over bridge, improvement of circulating area and parking have been taken up at this station. Raghunathpur Station: The master plan of Raghunathpur station redevelopment work envisages following works:  New station building on main entry  New 6 m wide foot over bridge  Improvement of circulating area and parking on main entry  Raising platform no. 3 The work of new station building, 6 m Foot Over Bridge, improvement of circulating area and parking on main entry side and raising of platform have been taken up at this station. Buxar Station, in recent years, the works of ramps in existing foot over bridge and improvement of amenities for Divyangjan have been completed. The works of improvement of waiting hall, platform surface, toilet and ballastless track of line no. 1, 4 & 5 has been sanctioned. Further, master planning for redevelopment of Buxar Railway Station under Amrit Bharat Station Scheme has been taken up. Master planning for development of Railway stations under 'Amrit Bharat Station Scheme' is an iterative process requiring optimization and the time frame for such optimization cannot be indicated at this stage. Amrit Bharat Station Scheme envisages development of stations on a continuous basis with a long-term approach. It involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city Page 2 of 6 Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/subway to commensurate with passenger traffic  Provision of lifts/escalators/ramps  Improvement of platform surface/ provision of platform shelter  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking development  Amenities for Divyangjans  Better passenger information systems  Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. The works of new second entry departure building, main entry new arrival & departure building, new platform no. 8, new platform shelters, air concourse and improvement of circulating area have been taken up.  Muzaffarpur station: The work of combined terminal building, 3 m wide skywalk (north side), booking counter and office buildings have been completed. The work of main station building (phase-I), elevated road, arrival terminal building, departure terminal building, multi-level car parking, 6m wide skywalk (south side), 18 m wide foot over bridge and sewage treatment plant have been taken up.  Kishanganj station: The works of platform surfacing at platform no. 1&2, drinking water taps at platform no. 1&2, improvement of circulating area, parking at second entry, approach road and boundary wall have been completed. The works of platform shelter and 12 m Foot Over Bridge have been taken up.  Luckeesarai Junction station: The works of new station building, extension of foot over bridge towards new station building and improvement of circulating area have been completed. The work of lift has been taken up.  Thakurganj station: The works of 12 m wide foot over bridge, improvement of platform surface at platform no. 2, platform shelters, toilet block and raising of platform no. 1 have been completed. The works of improvement of platform surface at platform no. 1, Coach Indication Board and Train Indication Board have been taken up. Page 5 of 6Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Development / Upgradation of stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Indian Railways has a well-established mechanism to monitor implementation of projects including their reviews, inspection, check for time and cost overruns, quality of works and audits. Monitoring of projects is done at various levels including through dedicated portal of Indian Railways named Indian Railway Project Sanction and Management (IRPSM). Works are carried out adhering to the standards and specifications laid down in various codes and manuals. Inspections/audits/checks are carried out from time to time by various agencies/officials/multi-disciplinary teams as per laid down instructions and actions for correction are taken immediately.
