DEVELOPMENT OF HISAR AIRPORT
3037. SHRI JAI PARKASH
Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) whether the Government is aware that despite the announcement to develop
Hisar Airport as an international-standard airport, serious concerns have recently
been raised regarding the non-availability of a suitable runway for safe landing and
the quality of the runway during a recent chartered aircraft accident and if so, the
details thereof;
(b) whether the Government has conducted any technical and safety audit of the
runway, taxiway and other aviation infrastructure at Hisar Airport and if so, the
details and the major findings thereof;
(c) whether the Government has received any complaints regarding the premature
development of potholes and other structural deficiencies on the runway and if so,
the details thereof;
(d) whether the same has been investigated and if so, the details and the findings
thereof along with the action taken against the agencies found responsible; and
(e) the time-bound action plan formulated by the Government to develop Hisar
Airport as a safe and fully operational airport conforming to international
standards?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol)
(a): Hisar Airport, owned by the Government of Haryana, is an operational airport
holding an aerodrome licence issued by the Directorate General of Civil Aviation
(DGCA) upon verification of compliance with the applicable Civil Aviation
Requirements (CAR) for All Weather/Instrument Flight Rules (IFR) operations. It
is licensed as a 4C IFR airport with a 3,000-metre runway, capable of safely
handling Airbus A320-200 category aircraft.Further, with regard to the recent chartered aircraft accident, Aircraft Accident
Investigation Bureau (AAIB) has ordered an investigation under Rule 11 of the
Aircraft (Investigation of Accidents & Incidents) Rules, 2025. The investigation is
presently under progress. The final investigation report will be uploaded on the
AAIB website after completion of the investigation.
(b): DGCA conducts regular surveillance inspections of licensed airports to verify
continued compliance with the applicable regulatory requirements. The annual
surveillance inspection of Hisar Airport was carried out in July, 2026, during
which no safety-sensitive (Level-1) findings were observed.
(c) & (d): No complaint regarding premature development of potholes or other
structural deficiencies on the runway at Hisar Airport has been reported to the
Ministry of Civil Aviation.
(e): Hisar Airport is owned by the Government of Haryana. Development of airport
infrastructure is undertaken by the State Government from time to time in
accordance with operational requirements and the applicable regulatory standards
prescribed by the DGCA.
