DEVELOPMENT OF INDUSTRIAL AREA IN BIHAR

Will the Minister of COMMERCE AND INDUSTRY be pleased to state:

(a) whether the Government is aware that an industrial area is being developed
over about 270 acres of land in Salempur and Belahi Dullah villages of Tariyani
Block in Sheohar district of Bihar, if so, the details thereof;
(b) whether the Government has any proposal to provide financial and technical
assistance under Centrally Sponsored Schemes for setting up of dairy, milk and
food processing, agrobased and other MSMEs as well as large industries in the
said industrial area, if so, the details thereof; and
(c) whether the Government is taking any special steps to attract investment,
promote establishment of industries and provide financial and other incentives
to entrepreneurs in the said industrial area, if so, the details thereof ?

(a) to (c): The primary responsibility for developing the industrial sector rests with the
State Governments, which adopt different policy measures to promote industrial
development. The Union Government supplements the efforts of the State/UT
Governments through various schemes, programmes, and policy initiatives for
the overall development and promotion of industry across the country, including
in Bihar. These initiatives include the Scheme for Investment Promotion, Ease
of Doing Business (EoDB) and initiatives aimed at reducing compliance burden,
the Industrial Infrastructure Upgradation Scheme, the Production Linked
Incentive (PLI) Scheme, Integrated Manufacturing Clusters (IMCs) under the
National Industrial Corridors, Startup India, Make in India, PM Gati Shakti,
National Infrastructure Pipeline (NIP), National Single Window System
(NSWS), India Industrial Land Bank (IILB), reforms in Foreign Direct Investment
(FDI), Project Monitoring Group (PMG).
Govt. of Bihar has informed that Land acquisition for establishment of
Industrial Area in Sheohar district, Tariyani block has been taken up in Mauja
Salempur area 136.55 acres and Mauja Belahidullah area 117.2372 acres
total revised area of 253.78 Acres. Notification under sec11(1) of RFCTLARR
Act has been published on 18.07.26.Ministry of Food Processing Industries (MoFPI), Govt. of India is implementing
a centrally sponsored Pradhan Mantri Formalisation of Micro food processing
Enterprises (PMFME) Scheme for providing financial, technical and business
support for setting up of new/ upgradation of micro food processing enterprises
in the country including Sheohar district of Bihar. The scheme provides support
of credit-linked grant of 35% of the eligible project cost, seed capital of up to
Rs. 40,000, capacity building for beneficiaries, Branding & Marketing and
handholding support for the formalization of units.
Further, as on 30th June 2026, loans for 287 micro food processing enterprises
have been sanctioned with approved subsidy of Rs. 6.52 crore, for all the
products including dairy, milk, agro-based enterprises in Sheohar district of
Bihar. The scheme is demand driven and is implemented through State/ UT
Governments. Any interested individual/entity may avail the benefit for
upgradation of existing or setting up of new micro-food processing facility, in
accordance with the scheme guidelines.
The Ministry of Micro, Small and Medium Enterprises (MSME), Govt. of India
implements the Micro & Small Enterprises – Cluster Development Programme
(MSE-CDP), a demand-driven Central Sector Scheme, to promote the growth
and competitiveness of Micro and Small Enterprises (MSEs) across the
country. The Scheme provides financial assistance for establishment of
Common Facility Centres (CFCs) and Infrastructure Development (ID) projects
to facilitate technology upgradation, quality improvement, productivity
enhancement, value addition, market access and overall competitiveness of
MSEs. Assistance under the Scheme is not sector-specific and is available to
eligible Micro and Small Enterprise clusters subject to receipt of eligible
proposals from the State Governments/UT Administrations and their approval
in accordance with the extant Scheme Guidelines. Presently no such proposal
has been received for the industrial area in Salempur and Belahi Dullah villages
of Tariyani Block in Sheohar district of Bihar.
Further, Govt. of Bihar has informed that the Bihar Industrial Investment
Promotion Package 2025 provides a highly competitive incentive structure,
including provisions such as free industrial land for eligible high-value
investments, capital subsidy, interest subvention, SGST reimbursement, and
export-linked support. This is complemented by several sector-specific policies,
including the Bihar Renewable Energy Policy 2025, Biofuels Production
Promotion Policy 2025, Export Promotion Policy 2024, Bihar Logistics Policy
2024, Textile and Leather Policy 2022, and Bihar Startup Policy 2022,
among others. Together, these policies provide a comprehensive framework
for diversified and sustainable industrial growth.
