SHRI KANWAR SINGH TANWAR: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) whether the Government has taken any initiative for the development of small and medium scale industries, agro-based industries and local business centres in Amroha district in Uttar Pradesh, if so, the details thereof; (b) whether incentives are being provided by the Government to the entrepreneurs and businessmen in Amroha district of Uttar Pradesh for setting up of new industries and for expanding export-oriented units; and (c) if so, the details thereof and if not, the reasons therefor? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a): Setting up of Industry is primarily the domain of State Governments. However, Government of India through Department for Promotion of Industry and Internal Trade provides enabling ecosystems of overall Industrial Development in the country through appropriate policy interventions. In addition to ongoing schemes of various Departments and Ministries, Government has taken various steps to boost domestic and foreign investments in India. Government has adopted several measures to promote and facilitate industrial development across States/UTs including Amroha district of Uttar Pradesh such as Make in India, Start Up India, PM Gati Shakti, National Infrastructure Pipeline (NIP), National Industrial Corridor Programme, Production Linked Incentive Scheme (PLI), promoting Ease of Doing Business (EoDB) and reducing compliance burden, National Single Window System (NSWS), India Industrial Land Bank (IILB) and reforms in Foreign Direct Investment (FDI) etc. Further, Government of India is implementing “Innovation and Agri-Entrepreneurship Development” programme under Rashtriya Krishi Vikas Yojana (RKVY) from 2018- 19 onwards with an objective to promote innovation and agri-entrepreneurship by providing financial support and nurturing an incubation ecosystem in the country.Under One District One Product (ODOP) initiative of Department of Industry and Internal Trade (DPIIT) to promote the products from each district of the country, following products are identified for Amroha district of Uttar Pradesh: State District Product Category Sector Uttar Pradesh Amorha Musical Instruments Primary Manufacturing (Dholak) Uttar Pradesh Amorha Readymade Secondary Textile Garments Khadi and Village Industry Commission (KVIC) is implementing Prime Minister’s Employment Generation Programme (PMEGP) in Uttar Pradesh including Amroha District for setting up of new Micro Enterprises in the Non- farm sector for self- employment and generation of employment opportunities for the unemployed youth. Under the PMEGP Agro Based Micro Enterprises are also supported. The Government of Uttar Pradesh has informed that for promotion of small and medium industries, agriculture based industries and local Business Centers the following schemes are run by Government: 1. Micro Small and Medium Enterprise Policy-2022 (Capital Subsidy, Interest Subsidy, Stamp Incentives-For Establishment and Expansion of New Industrial Unit). 2. One District One Product(ODOP) Financing Scheme. 3. Chief Minister Youth Self-Employment Scheme. 4. Chief Minister Youth Entrepreneur Development Campaign Scheme . 5. Micro and Small Industries Technology Up-gradation Scheme. (b) to (c): Yes. The Government of Uttar Pradesh has informed that the State Government is implementing the following schemes to encourage the establishment of new industries and export promotion in Amroha district: 1.
