Parliament Question: Development of IT Infrastructure in Punjab

SHRI GURJEET SINGH AUJLA: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: whether the Government is likely to make a single major IT investment in order to transform the Amritsar district and the adjoining border belt of Punjab for the future of youth and if so, the details thereof? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) The Government of India has launched several initiatives and programs to support the expansion of the IT sector and is constantly working to promote the sector throughout the country. The Software Technology Park (STP) is one such important scheme in this effort. Under this scheme, Software Technology Parks of India (STPI) has established 73 centres across the country including 2 centres in Punjab at Amritsar and Mohali. The STPI centres provide Incubation services, High Speed Data Communication services, Cloud services and other statutory support services so that entrepreneurs with innovative ideas can establish their startups with the help of STPI. The incubation facility provides opportunity of meeting with investors like Venture Capitalists (VCs), mentors from IITs/NITs/Industry and networking opportunity. 142 STPI-registered units in the state of Punjab have generated approx. 31,000 employment opportunities. Major customers include CERT-In, ERNET, Hartron, Bhubaneswar Smart City, National Assessment and Accreditation Council(NAAC), CDAC etc. In the state of Punjab, STPI has established a Centre of Entrepreneurship(CoE) in Big data, AVG and IoT in collaboration with MeitY, Govt. of Punjab, Indian School of Business(ISB) Mohali, Punjab Technology University (PTU) and industry partners with a total budgetaryoutlay of ₹20.92 crore. It aims to support tech start-ups in key domains such as Artificial Intelligence (AI), Machine Learning (ML), Data Analytics (DA), Internet of Things (IoT), and AVG (Audio, Visual & Gaming). The CoE offers support across various aspects of the startup ecosystem, including incubation, mentorship, lab infrastructure, go-to-market strategy, market access, funding etc. The CoE has supported 142 start-ups, resulting in the development of 171 prototypes and 158 products. The project has ended in February 2026, however the CoE is in a sustainable phase. *******
