GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION LOK SABHA UNSTARRED QUESTION NO. : 1877 ( TO BE ANSWERED ON THE 30th July 2026 ) DEVELOPMENT OF MAHARAJA AGRASEN AIRPORT 1877. SHRI DEEPENDER SINGH HOODA Will the Minister of CIVIL AVIATION be pleased to state:- (a) the present status of Phase-l and Phase-Il development of Maharaja Agrasen Airport, Hisar including the details of the Detailed Project Report (DPR), project cost, funds sanctioned, released and utilised and the timeline fixed for completion of the project; (b) whether the Government proposes to develop the airport as an international passenger, cargo and Maintenance, Repair and Overhaul (MRO) hub; (c) if so, the details thereof along with the timeline fixed in this regard and if not, the reasons therefor; and (d) the number of routes approved and operational under the UDAN Scheme from Hisar Airport along with the passenger traffic handled since the commencement of operations and the details of employment generated and investments attracted in the surrounding region? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) to (c): Phase-I of the development of Hisar Airport was executed and completed by the Public Works Department (PWD), Government of Haryana. Phase-II of the project has been undertaken by the Airports Authority of India (AAI) as a deposit work under a Memorandum of Understanding (MoU) with the Government of Haryana. The project involves the development of an Integrated Aviation Hub at Hisar, including the construction of a Passenger Terminal Building, ATC Tower-cum-Technical Block, Cargo Building and other associated infrastructure, at an estimated cost of Rs. 560.00 crore (excluding GST). A total of Rs. 262.00 crore has been released, out of which Rs. 98.82 crore has been utilized. The Projected Date of Completion (PDC) of the project is December 2027. However, the timeline for completion of the airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure etc.(d): Hisar Airport was identified under the Regional Connectivity Scheme (RCS)-UDAN during the second round of bidding. Under the scheme, RCS routes connecting Hisar with Dehradun, Chandigarh, and Dharamshala were operationalized. A new phase of the UDAN Scheme was launched on 4 July 2026 with the objective of connecting 120 new destinations and benefiting 4 crore passengers across the country, including those in the State of Haryana. The passenger traffic handled since the commencement of operations in 2025- 26 is approximately 10,000. As per an ICAO study - "Economic benefits of civil aviation: ripples of prosperity", the output and employment multipliers of aviation are 3.25 and 6.10 respectively. ******
