DEVELOPMENT OFMEDICALINFRASTRUCTURE IN RURAL
AREAS

Will the MINISTER OF HEALTH AND FAMILY WELFARE be
pleased to state:
(a) whether the Government has undertaken any study or survey regarding the
growth and development of medical infrastructure and facilities in rural areas
across the country;
(b) if so, the details thereof along with the list of medical facility projects
proposed, under consideration and presently functional in rural areas across the
country, State/UT-wise including Andhra Pradesh;
(c) the details regarding the total funds allocated, released and utilised for the
growth and development of medical facilities in rural areas across the country,
State/UT-wise especially in Andhra Pradesh; and
(d) whether the Government has considered upgrading existing medical
facilities to increase their capacity to serve more people in rural areas, if so, the
details thereof and if not, the reasons therefor??

(a) to (d) The Ministry of Health and Family Welfare provides technical and
financial support to the States/UTs to strengthen the public healthcare system,
based on the proposals received in the form of Program Implementation Plans
(PIPs) under National Health Mission (NHM) as per norms & available
resources.
Health Dynamics of India (HDI) (Infrastructure & Human Resources), 2022-23
is an annual publication, based on Health care administrative data reported by
States/UTs. The State/UT-wise status of rural health facilities functioning across
the country, including Andhra Pradesh can be accessed at the following link of

State/UT-wise details of funds approved and Expenditure on Infrastructure
Strengthening (Rural & Urban) under National Health Mission (NHM) for the
last three FYs i.e 2022-23; 2023-24; 2024-25 including Andhra Pradesh is at
Annexure-I.
In addition to the National Health Mission (NHM), Government of India also
operates the following schemes for developing public healthcare infrastructure:
•Pradhan Mantri Ayushman Bharat Health Infrastructure Mission
(PM-ABHIM) is a Centrally Sponsored Scheme (CSS) with some Central
Sector Components (CS), which has an outlay of Rs. 64,180 Crores for the
scheme period (2021-22 to 2025-26). The measures under the PM-ABHIM
focus on developing capacities of health systems and institutions across the
continuum of care at all levels, primary, secondary and tertiary, to prepare health
systems in responding effectively to the current and future pandemics /disasters.
Under CSS component of the scheme, administrative approvals have been
accorded to the States/UTs including Andhra Pradesh under PM-ABHIM for 5
years period i.e. FY 2021-22 to FY 2025-26 for an amount of Rs.32,928.82Crores for construction/ strengthening and establishment of 9519 Building-less
Sub Health Centre–Ayushman Arogya Mandirs (SHC-AAMs), 5456 Urban
Ayushman Arogya Mandirs (U-AAMs), 2151 Block Public Health Units
(BPHUs), 744 Integrated Public Health Laboratories (IPHLs) and 621 Critical
Care Blocks (CCBs) at District Hospitals/ Govt. Medical College level.
The State/UT-wise details of projects sanctioned in rural areas across the
country, including Andhra Pradesh under PM-ABHIM is placed at Annexure-II.
State/UT-wise details of Funds Released under PM ABHIM including Andhra
Pradesh since inception to FY 2024-25 are at Annexure-III.
The Fifteenth Finance Commission (FC-XV) has recommended grants
through local governments for specific components of the health sector and
spread over the five-year period from FY 2021-22 to FY 2025-26 to facilitate
strengthening of health system at the grass-root level for an amount of Rs.
70,000 crores. These grants are for strengthening primary care through specified
components such as SHC-AAMs, Primary Health Centres (PHCs), Community
Health Centres (CHCs), Conversion of rural PHCs and Sub-Centres to AAMs,
Support for diagnostic infrastructure to the primary healthcare facilities, BPHUs
and U-AAMs for States, including Andhra Pradesh.
Under Centrally Sponsored Scheme (CSS), ‘Establishment of new
medical colleges attached with existing district/referral hospitals’, 157 new
medical colleges have been approved with preference to underserved areas and
aspirational districts, where there is no existing Government or private medical
college. State/UT-wise details of Medical Colleges approved under the Scheme
includingAndhra Pradesh is at Annexure-IV.
