Will the Minister of PANCHAYATIRAJ be pleased to state:
(a) whether the Government has allocated funds under Centrally Sponsored Schemes
toenhance the development of Panchayats during the last three financial years, if so,
the detailsthereof;
(b) the details of the funds allocated during the said period including the funds
thatremainedunutilized, district-wise;
(c) whether any specific funds have been allocated to Panchayats to ensure the
developmentof various social groups, including the marginalized sections and to
promote employment; and
(d) if so, the detailsthereof,year-wise anddistrict-wise?

(a) to (d) Panchayat is a State subject and the Ministry of Panchayati Raj (MoPR)
supplements and complements the efforts of State Governments, including fund support
under the schemes towards functioning of the Panchayati Raj Institutions (PRIs) on a
continuousbasis.
The MoPR implements a Centrally Sponsored Scheme of Revamped Rashtriya Gram Swaraj
Abhiyan (RGSA) with the primary objective of strengthening PRIs by way of capacity
building and training of the Elected Representatives (ERs) and their functionaries, and
providing infrastructural support like Gram Panchayat Bhawan andcomputerization. The
State/UT-wise funds released, utilised and unspent balance under the RGSA scheme during
the last three years are at Annexure-I. It may be mentioned here that funds under RGSA is
not releasedtoanyDistricts.
There isno specific fund provision for the Panchayats for the marginalised sections under the
scheme of MoPR. However, funds are released under RGSA for capacity building of the
elected representatives and functionaries of the PRIs from all socio-economic groups. Funds
for the Scheduled Castes (SC) and Scheduled Tribes (ST)under the scheme are earmarked in
proportion totheirpopulation inthe country.
1Further, Panchayats receive Central Finance Commission (CFC) Grants for various
developmental works. At present, the Panchayats are receiving funds based on
recommendations of the 15thFinance Commission that have two components - Tied and
Untied. Tied Grants are used for drinking water, rainwater harvesting, water recycling,
sanitation and maintenance of Open Defecation Free status. Untied grants are used for felt
needsunder the 29subjects enshrined in the XI Schedule of the Constitution of India –which
include, inter alia, poverty alleviation, women and child development, social welfare,
including welfare of the handicapped and mentally retarded and welfare of the weaker
sections, and particularly, of the Scheduled Castes (SC) and the Scheduled Tribes (ST). The
State-wise allocation of tied and untied grants under the 15thFinance Commission
recommendations during the last three years is at Annexure-II. District-wise allocation of
funds underthe CFCismade bythe States andhence are not maintainedinthe Ministry.
