(a) the list of projects sanctioned under the Sagarmala Programme since 2015, indicating their name, location, sector category and present status;

(b) the total project cost along with the amount allocated, funds released and utilised since its launch, project-wise and year-wise;

(c) the details of financiers identified including the public sector banks, financial institutions, multilateral agencies and private lenders and Non-Banking Financial Companies (NBFCs), project- wise;

(d) the list of private developers associated with each project and the mode of implementation adopted, such as public-private partnership engineering procurement construction/direct public investment; and

(e) the number of projects delayed beyond approved timelines and the reasons therefor? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL)

(a) to (b)Sagarmala is a central sector scheme of Ministry of Ports, Shipping and Waterways (MoPSW) with the target to promote port-led development in the country.

Under Sagarmala scheme, the Ministry provides financial assistance for the projects under 5 pillars, namely port modernization, port connectivity, port-led industrialization, coastal community development, and coastal shipping & inland water transport. Since inception (in 2015), 129 projects have been sanctioned for financial assistance under Sagarmala scheme. The details of projects sanctioned are available at annexure I.(c) to (d) Under Sagarmala scheme, the MoPSW generally provides financial assistance, upto 50% of the project cost, from gross budgetary support (GBS) to the implementing agencies such as State Governments / Union Territories / other government agencies. The remaining project cost is met by the respective implementing agencies from their own source of funding. As of now, the projects sanctioned for financial assistance under Sagarmala scheme are being implemented on engineering procurement and construction (EPC) mode by the respective implementing agency.

(e) 30 projects sanctioned for funding under Sagarmala scheme have faced delays beyond their original completion timelines. The details of the delayed projects along with reason are available at annexure II.Annexure – I The details of 129 projects funded under Sagarmala scheme:
