Parliament Question: Development of Reservoirs and Amrit Sarovars

Shri Rajesh Naranbhai Chudasama: Shri Mahesh Kashyap: Shri Dileshwar Kamait: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the various objectives, key components and implementation framework of the initiative for the integrated development of 500 reservoirs and Amrit Sarovars announced in the Union Budget 2026-27, State-wise and the manner in which Chhattisgarh particularly the Lok Sabha Constituency of Bastar in Chhattisgarh has been included in this initiative; (b) the status and criteria of identification of reservoirs and Amrit Sarovars for implementation of the initiative in the country, State-wise including Bihar; (c) the number of reservoirs and Amrit Sarovars identified under this initiative, State-wise including Chhattisgarh and Lok Sabha Constituency of Bastar and the criteria fixed for their selection, district-wise; (d) the manner in which Chhattisgarh has been included in the initiative particularly Lok Sabha Constituency Bastar in Chhattisgarh; (e) the proposed coverage of Fish Farmer Producer Organisations (Fish FPOs), women-led groups and fisheries cooperatives and individual beneficiaries associated with fish cultivation included/proposed to be included under the said initiative in the country, State- wise including district-wise in Chhattisgarh and Lok Sabha Constituency Bastar in Chhattisgarh; and (f) the planned investment including the contribution of the Centre and the State for implementation of the initiative and if so, the details thereof State-wise? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a): The Government of India in the Union Budget, 2026-27 has announced the development of fisheries and aquaculture by undertaking integrated development of 500 reservoirs and Amrit Sarovars in the country including Bastar constituency in Chhattisgarh. The initiative reinforces the Government’s objective to harvest the untapped fisheries potential from reservoirs and Amrit Sarovars, strengthening livelihoods of fishermen in the reservoirs and engagement of women self-help groups (SHGs), fisheries cooperatives, Fish Farmers Producer Organizations (FFPO) for the development of fisheries in Reservoirs and Amrit Sarovars. Thekey components of this initiative includes strengthening quality seed production by establishing hatchery, promotion of cage and pen culture in reservoir, providing boats and nets to reservoir fishermen, promotion of composite fish culture and integrated fish farming in the Amrit Sarovar, establishment of fisheries infrastructure such as fish feed mill, cold storage, ice plant, fish kiosk and retail fish market, fish transport vehicle and fish value addition units. (b) to (d): The selection of the Reservoirs and Amrit sarovars by the Department of Fisheries (DoF), Government of India (GoI) has been done in consultation with States and Union Territories (UTs), considering the perennial water availability and fisheries potential of the identified reservoirs and Amrit Sarovars. Accordingly, 12 number of reservoirs and 5 numbers of Amrit Sarovars from Bihar and 27 reservoirs and 5 Amrit Sarovars from Chhattisgarh including Kosardeda reservoir from Bastar Constituency has been selected. District-wise reservoir selected in Chhattisgarh in consultation with the State Government is at Annexure- III. (e) The Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D), Government of India (GoI) with the objective of enhancing fishers’ income in the country is promoting involvement of Fish Farmer Producer Organizations (FFPOs), women-led groups and fisheries cooperatives under the Integrated development of Reservoirs and Amrit Sarovars. This includes the formation of Fish Farmer Producer Organizations (FFPOs), women-led groups, and fisheries cooperatives, as well as support for existing ones, in the selected reservoirs and Amrit Sarovars. (f) The investment for the implementation of the Integrated Development of Reservoirs and Amrit Sarovars is to be based on the Detailed Project Reports (DPRs) submitted by the States and Union Territories (UTs).
