Development of Sports Facilities in Sonipat
†*501. SHRI SATPAL BRAHAMCHARI:
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether there is lack of sports facilities and infrastructure in the
rural and semi-urban areas of Sonipat Lok Sabha Constituency;
(b) if so, whether any scheme has been approved by the Government for
the development of sports grounds, stadiums, training centres and other
sports infrastructure in the said area and if so, the details thereof;
(c) whether any project or sports centre has been approved in the said
area under Khelo India Programme and if so, the details thereof;
(d) whether any special training or financial assistance has been
provided to connect rural youth with sports activities and encourage
talent; and
(e) if so, the details thereof and if not, the reasons therefor?

SONIPAT” ASKED BY SHRI SATPAL BRAHAMCHARI, HON’BLE MEMBER
OF LOK SABHA
(a) to (e) ‘Sports’ being a State subject, the responsibility of development
of sports, including development of sports facilities and infrastructure
such as sports grounds, stadiums, training centres and other sports
infrastructure in the rural and semi-urban areas and providing special
training or financial assistance to connect rural youth with sports
activities and encourage talent, rests primarily with the respective
State/Union Territory Governments. The Union Government only
supplements their efforts by bridging critical gaps. The Ministry of Youth
Affairs and Sports implements the following schemes for the promotion
of sports in the country, including in Sonipat Lok Sabha Constituency of
Haryana:
i. Khelo India – National Programme for Development of Sports;
ii. Assistance to National Sports Federations (NSFs);
iii. Cash Incentives to Medal Winners in International Sports
Events and their coaches;
iv. National Sports Awards;
v. Pension to Meritorious Sportspersons;
vi. Pandit Deendayal Upadhyay National Welfare Program for
Sportspersons;
vii. National Sports Development Fund;
viii. Running Sports Training centres through Sports Authority of
India (SAI); and
ix. National Centre for Sports Science and Research (NCSSR).
Details of the above schemes are available in the public domain on the
websites of this Ministry and the Sports Authority of India.
Under the Khelo India Scheme, 4 sports infrastructure projects have
been sanctioned, 2 Khelo India Centres and 10 Khelo India Accredited
Academies have been notified in Sonipat. In addition, under SAI
Schemes, 10 Sports Centres under SAI RC Sonipat are functioning in
State of Haryana. Further, under NSDF 1 sports infrastructure has also
been sanctioned in Sonipat.

such as Sports Infrastructure, Khelo India Centres (KIC), Khelo India
State Centres of Excellence (KISCE) and Khelo India Accredited
Academies (KIAA) along with Khelo India Athletes (KIA), across the

The details of various sports facilities, provided assistance under
National Sports Development Fund (NSDF), across the country, including
in the State of Haryana, are available in the public domain on the

The details of various sports facilities run by Sports Authority of India
(SAI), such as National Centres of Excellence (NCoE), Sports Training
Centres (STC), Extension Centres of STCs, along with athletes trained in
these facilities, across the country, including in the State of Haryana,
are available in the public domain on the dashboard at
