Shri Tariq Anwar: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has conducted a State/UT-wise assessment of the sports infrastructure, projects sanctioned, Khelo India State Centres of Excellence (KISCE), accredited academies and the assistance provided to athletes under the Khelo India Scheme since the financial year 2023-24 to till date; (b) if so, the details thereof; (c) whether the Government has reviewed the ongoing programmes implemented for talent identification, training of athletes, sports science and sports medicine support and the effective utilization of sports infrastructure; (d) if so, the major findings/outcomes thereof; (e) whether the Government is considering for providing additional central assistance or sanctioning new projects under the Khelo India Scheme for the development of sports infrastructure, training facilities, centres of excellence for talented athletes in Bihar, particularly in the Seemanchal region; and (f) if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [ DR. MANSUKH MANDAVIYA ] Page 1 of 2(a) to (f) ‘Sports’ being a State subject, the responsibility for development of sports, including reviewing of ongoing programmes implemented for talent identification, training of athletes, sports science and sports medicine support and the effective utilization of sports infrastructure, rests primarily with the respective State/Union Territory Governments. The Union Government supplements their efforts by bridging critical gaps through its schemes and programmes. The Khelo India Scheme is being implemented across the country, including in the State of Bihar, with the objective of strengthening sports infrastructure, identifying and nurturing sporting talent and providing structured training and other support to athletes. Under the Scheme, financial assistance is provided for development of sports infrastructure and support is extended through Khelo India State Centres of Excellence (KISCEs), Khelo India Centres (KICs), Khelo India Accredited Academies (KIAAs), Khelo India Athletes (KIAs) and other components of the Scheme. The Khelo India Scheme is a demand-driven scheme. Proposals received from State/UT Governments and other eligible entities are considered for financial support, subject to their completeness, technical feasibility, infrastructure gaps, sporting potential, readiness for implementation and availability of funds under the Scheme. The details of various sports facilities under the Khelo India Scheme, such as Sports Infrastructure, Khelo India Centres (KICs), Khelo India State Centres of Excellence (KISCEs) and Khelo India Accredited Academies (KIAAs) along with Khelo India Athletes (KIAs) and coaches, across the country, including in Seemanchal region of the State of Bihar, are available in the public domain on the dashboard of the Ministry at https://dashboard.kheloindia.gov.in. The implementation of the Khelo India Scheme is continuously monitored through established review and monitoring mechanisms and regular interaction with State Governments, implementing agencies and other stakeholders. The Government has taken various measures to strengthen talent identification and development, including identification of sporting talent through Khelo India competitions and Talent Identification and Development initiatives, provision of structured training through Khelo India Centres, Khelo India State Centres of Excellence and Khelo India Accredited Academies, and support for coaching, sports science, sports medicine, nutrition and competition exposure, as per the extant Scheme guidelines. ***** Page 2 of 2
