LOK SABHA UNSTARRED QUESTION NO. 2561 TO BE ANSWERED ON 04.08.2026 DEVELOPMENT OF TEXTILE INDUSTRY IN RAJASTHAN 2561# SHRI HANUMAN BENIWAL: Will the Minister of TEXTILES वस्त्रमंत्री be pleased to state : (a) details of the schemes being implemented in Rajasthan for the development of the textile industry district-wise handlooms, powerlooms, technical textiles and the apparel sector, if so, the details thereof; (b) the details of the projects approved, financial assistance released and actual expenditure incurred under the various schemes of the Government in Rajasthan during the last five years and the current year, scheme and year-wise; (c) whether the Government is implementing any special scheme for the modernisation and infrastructure development of the major textile clusters in Rajasthan, if so, the details thereof, if not, the reasons therefor; and (d) the details of the assistance provided to handloom weavers, artisans and micro, small and medium enterprises engaged in the textile sector in Rajasthan for skill development, marketing, technology upgradation and export promotion during the last five years and the current year? उत्तर ANSWER वस्त्र राज् य मंत्री(श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a) to (d): The Government of India has implemented various schemes for development of textile industry across the country including the state of Rajasthan. The major schemes include Scheme for Integrated Textile Park (SITP) for setting up textile parks with state of the art infrastructure in textile hubs; Production Linked Incentive (PLI) Scheme focusing on Man- Made Fibre (MMF) Fabric, MMF Apparel and Technical Textiles to boost large scale manufacturing and enhancing competitiveness; National Technical Textiles Mission (NTTM) focusing on Research & Innovation in the field of specialty fibres and technical textile, indigenous development of machinery and creating human resources with requisite skills; SAMARTH-Scheme for Capacity Building in Textile Sector with the objective of providing demand driven, placement oriented, skilling program; Amended Technology Upgradation Fund Scheme (ATUFS); National Handloom Development Programme; National Handicraft Development Programme; and Comprehensive Handicrafts Cluster Development Scheme (CHCDS). Under the National Handloom Development Programme and the Raw Material Supply Schemes in Handloom sector, financial assistance is provided to eligible handloomagencies/workers for raw materials, procurement of upgraded looms & accessories, solar lighting units, construction of workshed, product diversification & design innovation, technical and common infrastructure, marketing of handloom products in domestic/overseas markets, concessional loans under weavers’ MUDRA scheme and social security etc. The following support has been provided to development of handloom sector in Rajasthan during the last five years and current year:  2 Small Handloom Clusters have been taken up for financial assistance of Rs.2.02 Crore giving benefit to 465 handloom workers.  163 weavers have been provided improved looms/accessories.  930 handloom workers have been imparted Skill up-gradation training.  To enhance productivity, marketing capabilities and facilitate better incomes, 2 Handloom Producer companies have been formed.  268 beneficiaries have been enrolled under Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana.  2 lakh kg of yarn has been supplied under Transport Subsidy & Price Subsidy. Under the National Handicraft Development Programme (NHDP) and Comprehensive Handicrafts Cluster Development Scheme (CHCDS) in Handicrafts sector, need based financial assistance is provided for end-to-end support to the artisans through marketing events, skill development, cluster development, formation of Producer Companies, direct benefit to artisans, infrastructural and technology support, research and development support, digitization, branding and marketing of handicraft products in domestic & international markets etc. which benefit the traditional crafts and increase livelihood opportunities throughout the country including the state of Rajasthan. Under NHDP schemes, 669 such programmes have been conducted in the state of Rajasthan and sanctioned Rs. 83.37 crores giving benefit to 27287 artisans during F.Y. 2021-22 to 2025-26. The Ministry is implementing Scheme for Integrated Textile Park (SITP) to provide support for setting up textile parks with state of the art infrastructure in textile hubs across the country. Under SITP, 3 projects have been sanctioned in Rajasthan. The details are as below- Funds Released Sl. Under IPDS, 5 projects have been sanctioned in Rajasthan. The details are as below—S. There are total 302 projects undertaken in the state of Rajasthan under ATUFS. Financial assistance released to these projects during the last 5 years and the current year is as per the table below: Subsidy released Year (₹ in crores) 2021-22 25.91 2022-23 27.5 2023-24 28.25 2024-25 28.99 2025-26 30.46 Total 141.11 With a view to boost Technical Textiles in the country, National Technical Textiles Mission (NTTM) was launched in the year 2020. NTTM is a pan India mission which focuses on research & innovation in the field of specialty fibres like Carbon fibre, Aramid fibre, Nylon, Composites etc. as well as in different segments of Technical Textiles such as geo textiles, agro textiles, medical textiles etc. and indigenous development of machinery; promoting awareness amongst users; enhancing India’s exports of technical textiles; and creating human resources with requisite skills. Under NTTM, the following projects have been undertaken in the state of Rajasthan: i) Research & Development projects: a. Development of Ceramic and UHMWPE Textile Based Hybrid Polymer Composite Armor b. Development of E-glass/Carbon textile reinforced hybrid polymer composites for wind turbine Blade application c. Development of Energy-Dense All-Carbon Lithium-ion Capacitor from Textile Waste derived Carbon Materialsd. Performance evaluation of selected geotextile-based liner material against seepage loss in water conservation system under a wide range of temperature ii) Start-Up Project: a. Development of shrink-resistant, detergent washable, camouflage dyed, far infra-red wool clothing for protection in extreme cold conditions through plasma technology with enhanced mechanical, comfort and thermal properties iii) Education Projects: Education projects have been taken up in MLV Textile and Engineering College, Banasthali Vidyapith and BITS Pilani. The Production Linked Incentive (PLI) Scheme aims to address India’s structural gaps in MMF textiles and enhance global competitiveness through scale, technology and value addition. Incentives of Rs. 386.30 crore has been released under the scheme across the country. Out of the 170 participant companies selected under the scheme, 06 are in Rajasthan. Under Samarth Scheme, Ministry of Textiles provides demand driven, placement- oriented skilling programmes to supplement the efforts of the Indian textile industries in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles. A total of 57,725 beneficiaries has been trained (passed) under the scheme in the State of Rajasthan. ******
