Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be
pleased to state:
(a) whether the Government has announced any development projects/schemes for the North Eastern Region during the last ten years and if so, the details thereof; and
(b) the details of such development projects/ schemes implemented in the North Eastern Region, State and Union Territory-wise? ANSWER The Minister of State of the Ministry of Development of North Eastern Region [Dr. Sukanta Majumdar]
(a) & (b) During the last ten years, Government has announced various projects/schemes for the development of North Eastern Region, the details of which
are as follows: i. In order to increase crop yields in rainfed areas, which account for nearly 55% of the country's arable land the Government in 2015-16 launched 'Parmparagat Krishi VikasYojanaโ (PKVY) to bring 5 lakh acres under organic farming over a three year period. Under the PKVY, Assam brought 4,400 hectares under organic farming, engaging 9,740 farmers. In Sikkim, the scheme supported organic farming on 63,000 hectares under the Large Area Certification. Collectively, the states of Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, and Meghalaya covered a total of 4,140 hectares through this scheme. In terms of financial support, Assam, Sikkim and remaining NE States received โน3,013 crore, โน1,849 crore, โน2,337 crore respectively.
The Government also launched a value-chain based organic farming scheme called "Mission Organic Value Chain Development in North East Region". The emphasis was on value addition so that organic produce grown in these parts find domesticand export markets. Under MOVCDNER, an amount of โน1460.00 crore has been released to all the eight States of North Eastern Region from 2015-16 to 2025-26.
The scheme brought substantial area under organic cultivation, formation of 427 Farmer Producer Organizations, and development of their own organic product brands. ii. During the last 10 years the people of North East have received benefits through infrastructure development. A green field airport was made operational in Arunachal Pradesh in 2018-19. Meghalaya, Tripura and Mizoram have been connected with the National Rail network for the first time. Additionally across the North Eastern States following Infrastructure development has been achieved in last 10 years :
a. Under the 10% Gross Budgetary Support Mechanism since 2014-15 to 2024-25, a cumulative expenditure of Rs. 6.11 lakh crore has been made against the cumulative allocation of Rs. 6.02 lakh crore (RE) for development in the NER. Year-wise summary of allocation and utilization of funds is at Annexure I.
b. The length of National Highways (NH) in NER has increased from 10,905 km in 2014 to 16,207 km as on 31.03.2025. c. The Ministry of Railways has allocated โน62,477 crore for the Northeast since 2014. As on 01.04.2025, 12 Railway projects (08 New Lines, 04 Doubling), of a total length of 777 Km, costing โน69,342 crore falling fully/partly in North Eastern Region (NER) have been sanctioned.
d. The number of airports has increased from 9 in the year 2014 to 17 at present, and 90 routes have been operationalized under the UDAN scheme. e. The number of National Waterways in the NER has increased from 1 to 20 and โน1,040 cr. have been spent on various Waterways Projects in NER.
iii. In FY 2022-23, a new scheme, Prime Minister's Development Initiative for North East (PM-DevINE), was launched to boost Infrastructure, in the spirit of PM Gati Shakti, and social development projects based on felt needs of the North-East.
Thisenabled livelihood activities for youth and women, filling the gaps in various sectors. The total outlay of the scheme is Rs. 6600.00 crore. The details of the development projects implemented by Ministry of DoNER under the PM-DevINE scheme in the North Eastern Region is at Annexure II.
iv. In FY 2024-25, in budget it was announced that more than 100 branches of India Post Payment Bank (IPPB) be set up in the North East region to expand the banking services. Accordingly, the Department of Posts identified 108 locations in North East Region for rolling them out as IPPB's access point which includes 50 IPPB's access points in Arunachal Pradesh, 18 in Manipur, 25 in Meghalaya, and 15 in Nagaland.The said locations have been rolled out as IPPB access points.
