GOVERNMENT OF INDIA MINISTRY OF TRIBAL AFFAIRS LOK SABHA STARRED QUESTION NO *543 TO BE ANSWERED ON - 02/04/2026 DEVELOPMENT SCHEMES FOR TRIBAL POPULATION *543 SHRI BHAJAN LAL JATAV: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether adequate number of hostels and Ashram schools being operated/available for the tribal population in Karauli and Dholpur districts and if so, the details thereof; (b) the status of implementation of skill development schemes for tribals in the said districts; (c) whether there is any proposal for establishment/approval of Eklavya Model Residential Schools in the said districts and if so, the details thereof; (d) the details of the funds allocated and utilised under the Scheduled Tribe Sub-Plan, district- wise; and (e) whether the Government proposes to introduce any special development package for tribal- dominated areas and if so, the details thereof? ANSWER MINISTER OF TRIBAL AFFAIRS (SHRI JUAL ORAM) (a) to (e): A statement is laid on the Table of the House. .Statement referred to in reply to Part (a) to (e) of Lok Sabha Starred Question No.*543 for answer on 02.04.2026 regarding Development Schemes for Tribal Population (a) The Hon' ble Prime Minister has launched a special mega multi-sectoral mission named “Dharti Aaba Janjatiya Gram Utkarsh Abhiyan” (DAJGUA) on 2nd October,2024. The program aims at the holistic and sustainable development of tribal populations in tribal villages through the convergence of schemes of 17 ministries including Ministry of Tribal Affairs’ (MoTA) with 25 interventions. The mission aims to improve access to education, healthcare, and skills for tribal community. The program encompasses a total of 63,843 villages in 549 districts and 2,911 blocks across all tribal-dominated villages in 26 States and 4 Union Territories including 7189 villages in the districts of the State of Rajasthan. Districts of Karauli and Dholpur are included in DAJGUA District List. Under the said scheme, the creation of new hostels and Ashram schools and upgradation of existing facilities is undertaken based on proposals received from the State Governments. As per scheme guidelines, State Government of Rajasthan, prioritize proposals in consultation with the concerned line departments, district authorities, and officials. The prioritized proposals are then submitted by the State Government, as per the scheme guidelines, to the Ministry of Tribal Affairs (MoTA) for consideration by the Project Approval Committee (PAC) constituted for this purpose. One proposal for additional classroom in one Ashram school in Karauli District, Rajasthan was received in the Ministry. However, no proposal for Hostels and Ashram Schools has been received from the State of Rajasthan for the district Dholpur. (b) Under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), the Ministry of Skill Development and Entrepreneurship (MSDE), implements the following intervention/ activity for skilling the tribal population. There is a mission target of 30 skilling centres across the country for training of 1000 Van Dhan Vikas Kendras (VDVKs). 30 Tribal Skilling Centres have already been established in 30 districts across country with enrolment of 22,768 beneficiaries in 1131 batches. Further, 300 VDVKs have been sanctioned and there is progress in 264 VDVKs. There is one sanctioned Skill Centre in the State of Rajasthan which has been inaugurated at Jaipur. (c) As on 28.02.2026, across the country, 723 EMRSs have been sanctioned / land has been made available by the respective State Governments. out of which 499 EMRSs are functional, the construction of 400 EMRSs buildings has been completed and 323 are under construction. 01 EMRS (EMRS Ranoli) has been sanction in Karauli District, Todabhim Block of Rajasthan and as reported by the State Society, the said EMRS is functional with a total enrolment of 311 students in Academic Year 2025-26. No EMRS has been approved in Dhoplur District of Rajasthan as none of the blocks in the districts fulfil the above-mentioned twin criteria for establishment of EMRSs. (d) The details of the funds allocated and utilised under the schemes run by Ministry of Tribal Affairs during last two years (2023-24 & 2024-25) is as per annexure 1.
