GOVERNMENT OFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENT OFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARRED QUESTION NO. 3588 TO BE ANSWERED ON 13TH MARCH, 2026 DIABETIC PATIENTS 3588. THIRU THANGATAMILSELVAN: Will the Minister of HEALTH AND FAMILYWELFARE be pleased to state: (a) whether the Government is aware of the fact that a large number of diabetic patients from rural and semi-urban areas across the country are facing several difficulties due to lack of proper dialysis facilities and if so, the details thereof; (b) whether the Government has any proposal to set up dialysis facilities in the rural and semiurban areas and taluk level areas across the country including in Tamil Nadu for the benefit of poor diabetic patients; and (c) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRI PRATAPRAO JADHAV) (a) to (c): Pradhan Mantri National Dialysis Programme (PMNDP) was rolled out in 2016 as part of the National Health Mission with the objective to make dialysis service accessible and affordable by establishing dialysis centres at District Hospital level progressively down to Subdivisional, Area hospital, rural hospital till Community Health Centres (CHCs). National Health Mission (NHM) provides financial and technical support to the States/UTs in implementation of Haemodialysis (HD) and Peritoneal Dialysis (PD) services under PMNDP. State and Union Territories undertake gap assessment and project their requirement through their Programme Implementation Plans (PIP) under NHM. As on 31.01.2026, the program has been implemented in all the 36 States and Union Territories covering 751 districts (including 45 linked districts) with 1,768 Haemodialysis (HD) centres equipped with 12,798 haemodialysis machines. As per the Government of Tamil Nadu, 141 Government institutions across Primary, Secondary and Tertiary levels of care are providing dialysis services. Currently, 1,305 haemodialysis machines are functional to provide free dialysis services in Tamil Nadu including rural and semi- urban areas. ****
