SHRI MUHAMMED HAMDULLAH SAYEED: Will the Minister of EDUCATION be pleased to state: (a) whether the Government is aware that the District Institute of Education and Training (DIET), Lakshadweep continues to function without a regular Principal and that additional charge is often assigned to ineligible officials; (b) if so, the details thereof and if not, the reasons therefor; (c) whether the Government proposes to appoint a Qualified Principal with appropriate academic credentials and experience at DIET on regular basis; (d) if so, the details thereof and if not, the reasons therefor; (e) whether the DIET Lecturers in Lakshadweep are receiving lower pay scale than their counterparts in other Union Territories; (f) if so, the details thereof; and (g) if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDARY) (a) & (b): The Union Territory administration of Lakshadweep has informed that the additional charge of the post of Principal, DIET Lakshadweep has been assigned to an officer possessing the requisite administrative experience to oversee the functioning of the institute. (c) & (d): Education being a subject in the Concurrent List of the Constitution, an overwhelming majority of the educational institutions in the country comes under the administrative control of States/UTs. The recruitment and rational deployment of faculty members come under the purview of the respective State Governments/UT Administrations. The UT administration of Lakshadweep has informed that the recruitment rules for the said post are under consideration of the Department. Further, with the aim of re-envisioning teacher training through innovative pedagogy, continuous professional development, and ICT integration, DIETs are to be developed as vibrant Institutes of Excellence under the integrated scheme of school education—Samagra Shiksha. Under the DIETs as Centres of Excellence (DIET CoE) initiative, States/UTs are expected to fill vacant posts and appoint regular faculty, including Principal, on a priority basis. The presence of a regular and qualified DIET Principal is a key parameter and qualifier for a DIET to be developed as CoE under the initiative. (e) to (g): The UT administration of Lakshadweep has informed that the pay of Lecturers in the District Institute of Education and Training (DIET), Lakshadweep has been revised in accordance with the provisions of the Central Civil Services (Revised Pay) Rules, 2016, as notified by the Ministry of Finance.
