be pleased to state:
(a) whether the Government has initiated the transformation of national highways into intelligent mobility corridors by deploying real- time monitoring, smart tolling, Vehicle to Infrastructure (V2I) systems and data-driven asset management of roads and if so, the details thereof;
(b) the number of highway packages in Bihar (including tribal/remote districts) that have been selected under this digitisation initiative and the budget committed thereto;
(c) whether there are pilot projects in tribal/backward/SC regions to test technologies such as geotagged maintenance, smart tolls and remote monitoring and if so, the outcomes thereof; and
(d) whether the Government has fixed a timeline for the full rollout of the digitised-highway initiative across all new National Highway corridors and by when the first progress report (in 2025-26) would provide a breakdown of progress by tribal/backward/SC districts?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI)
(a) Yes Sir, the Government seeks to roll out Advanced Traffic Management System, based on an array of towrer- and gantry- mounted incident-detecting and speed-monitoring cameras with central monitoring locations, across all National Highways of 4-lane configuration and above. It is also initiating barrier-less tolling based on Multi-Lane Free Flow (MLFF) Electronic Toll Collection system utilizing integrated technologies, notably Automatic Number Plate Recognition (ANPR) with AI analytics, combined with the existing RFID-based Electronic Toll Collection (FASTag). Request for Proposal
(RFP) to implement FASTag+ANPR/AI barrier-free user fee collection system on the selected fee plazas has been invited/finalized (List Attached at the Annexure), with the possibility of implementing it on other fee plazas in a phased manner depending upon the outcomes and efficacy of the implementation on these projects.
For data driven asset management, the Government is carrying out Network Survey Vehicles (NSVs) surveys, drone surveys, visual inspections, Dashboard Camera Surveys (under procurement), etc. periodically for assessing and monitoring the condition of pavement and other assets of National Highways.
Further, to improve road safety and reduce road fatalities, Government in Ministry of Communications has earmarked 5875-5925 MHz (50 MHz) for Intelligent Transport System (V2X) use under National Frequency Allocation Plan (NFAP-2025).
