SHRI BRIJMOHAN AGRAWAL: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the details of Compensatory Afforestation Fund Management and Planning Authority (CAMPA), date of its establishment, its objective and the amount collected by the Government under this rule so far, along with the annual figure of funds collected from each respective State/UT under CAMPA National Fund, year-wise; (b) the details of the utilization of CAMPA funds allocated to the States and Union Territories along with the States and concerned entities received the funds during the last five years, year-wise; (c) the details of the funds for distribution to the State of Chhattisgarh by CAMPA and the time by which the pending amount is likely to be disbursed, item-wise; and (d) whether the Government is considering to utilize the pending research CAMPA fund for Chhattisgarh to set up research, education, national institute, authority or centre of excellence in the State? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) Compensatory Afforestation Fund (CAF) Act, 2016 was enacted by Parliament in year 2016 and came into effect on 30.09.2018. National Authority CAMPA have been constituted under section 8 of CAF Act, 2016. The CAF Act provides for the establishment of funds under the Public Accounts of India and the Public Accounts of each State/UT for crediting the monies received from the user agencies towards compensating the loss of forest land and ecosystem services compensatory afforestation, additional compensatory afforestation, penal compensatory afforestation, Net Present Value (NPV) especially the activities and all other amounts recovered from such agencies under the Forest (Conservation) Act, 1980. The details of fund collected by the State/UT during the last five years are enclosed at Annexure-I. (b) to (d) The National Authority of Compensatory Afforestation Fund Management and Planning Authority (CAMPA) has approved Annual Plan of Operation (APO) of State CAMPA as per the provisions of the Compensatory Afforestation Fund Act, 2016 and the Compensatory Afforestation Fund Rules, 2018.
