be pleased to state:
(a) whether the scheme named 'National Power Training Institute (NPTI)
Contributory Health Scheme for Retired Employees' under National Power Training
Institute structured under the basic minimum Central Government Health Scheme
(CGHS) norms has been abruptly discontinued from the financial year 2021-22 and
if so, the details thereof and the reasons therefor;
(b) whether a fair provision has been made under the said scheme vis-a-vis
monetary contributions made by the employees to be used for medical
reimbursement post superannuation and if so, the details thereof;
(c) whether the medical bills of any retired employee under NTPI have been
withheld for years and if so, the details thereof; and
(d) the funds received and reimbursed under the scheme?

(a) to (d) : National Power Training Institute (NPTI) is an autonomous body,
registered under the Haryana Societies Registration Act, 2012, and functions as
the apex training institution for technical professionals in the power sector. The
financial support of Ministry is limited to provide Grants for infrastructure
development and towards pension liabilities only and the other expenditure
including salaries and medical reimbursements of employees and retired personnel
are borne by NPTI from their own earnings.
Since its inception, NPTI through its own revenues, have consistently
provided medical benefits to all its employees and retired personnel however,
owing to its adverse financial conditions since 2021-22, medical bills of its retired
personnel amounting to Rs. 2.4 Cr have remained unpaid.
Considering its financial constraints, NPTI is exploring various
options for ensuring sustainable medical benefits to its employees as well as to the
retirees.
