DISCONTINUATION OF VISA FREE ACCESS TO IRAN

Will the Minister of EXTERNAL AFFAIRS be pleased to state:-
(a) whether it is true that Iran has suspended visa free access for
Indian citizens due to increase in fraud and trafficking cases, if so,
the details thereof;
(b) the number of such instances where Indians were defrauded
along with details of Indian citizens affected during the last five
years, year-wise; and
(c) whether similar instances of fraud and trafficking of Indian
citizens have been reported from other countries as well, year and
country-wise, if so, the details of the countries, number of such
instances reported and Indians affected therein, since 2014, year
and country-wise?

(a) The attention of Government was drawn to several incidents of
Indian nationals being lured to Iran on false promises of
employment or with assurances of onward transit to third countries.
These individuals were tricked into journeying to Iran by taking
advantage of the visa waiver facility available for ordinary Indian
passport holders. On arrival in Iran, many of them were kidnapped
for ransom. The Government of the Islamic Republic of Iran
accordingly suspended the visa waiver facility available to ordinary
Indian passport holders visiting Iran with effect from 17 November
2025. This measure is intended to prevent further misuse of the
facility by criminal elements.
(b) The available year-wise data on Indian nationals kidnapped in
Iran after being defrauded is as follows:-

2023 - Nil

(c) Available information on instances of fraud and trafficking of
Indian citizens reported from other countries, year and country-wise
since 2014 is given in Annexure-1.
Government accords utmost priority to the safety, security and well-
being of Indian nationals proceeding for employment abroad. As per
The Emigration Act 1983, no person/agency can function as
Recruiting Agent (RA) without a valid license issued by the
Registering Authority. Mandatory registration of RA is aimed to
reduce fraud and exploitation of prospective Indian emigrants
proceeding for employment abroad. It is also mandatory for ECR
passport holders proceeding for employment to any of the 19
notified Emigration Check Required (ECR) countries to obtain
Emigration Clearance (EC) from the office of the Protector of
Emigrants (POE).
As and when complaints against the illegal agents/dubious firms
luring Indian workers in false recruitment offers are received, such
matters are referred to the State police for investigation and
prosecution under the relevant legal provisions of the Bharatiya
3Nyaya Sanhita (BNS) and other legislation in place including the
ones enacted by some of the State Governments.
Ministry also issues advisories through eMigrate portal, social
media handles and other modes of publicity about the perils of fake
job rackets and ways to prevent the same. Till January 2026, a total
of 3,505 unregistered agents in country have been notified on the
eMigrate portal. The awareness campaign on safe and legal
migration through eMigrate portal is carried out by the Ministry
across the country from time to time by conducting workshops,
training sessions, information sessions, digital campaigns for media
groups, police officials and law enforcement agencies, local
administration, aspiring recruiting agents, entrepreneurs and
general public. During these sessions awareness on emigration
regulations, schemes beneficial for emigrants like Pravasi Bharatiya
Bima Yojana (PBBY), Pre-Departure Orientation Training (PDOT),
eMigrate portal and various advisories issued by Indian Embassies
are brought to the notice of all stakeholders including job seekers,
and they are advised to verify all antecedents of Recruiting Agents
before accepting any kind of employment offer and not be enticed
and entrapped in the fraudulent job offers.
4There are established channels to reach out to the
Embassy/Consulate in case they need any assistance. They can
contact the Embassy/Consulate through walk-in, email, multilingual
24x7 emergency numbers, WhatsApp number, grievance redressal
portal like MADAD/CPGRAMS/eMigrate, and social media etc.
Dedicated Labour Wings for handling such matters are there in
Indian Missions/Posts abroad, where there are a sizable number of
Indian emigrant workers. Pravasi Bharatiya Sahayata Kendras have
also been set up in key locations such as New Delhi, Dubai, Riyadh
and Jeddah to provide guidance and counselling to the Indian
workers.
Indian Missions/Posts regularly organize Open Houses and Consular
Camps in remote areas to get feedback from Indian workers
residing in such areas and to address their grievances, if any. On
receipt of complaint from or on behalf of the emigrant, the same is
taken up proactively with concerned Foreign Employer (FE) and the
work place of the aggrieved worker is also visited, if required. The
complaints pertaining to employment issues are also taken up with
the local labour department and other relevant authorities of the
host country for prompt redressal.
