Disinvestment and Asset Monetisation
3577. Shri Naveen Jindal:
Will the Minister of Finance be pleased to state:
(a) the details of the disinvestment target set for 2025-26 and the amount actually
realised;
(b) the details of the Public Sector Units (PSUs) where disinvestment is proposed
in 2026-27; and
(c) the progress made under the National Monetisation Pipeline?
ANSWER

(a): As per Revised Estimates during FY 2025-26, an amount of Rs. 33,837 crore
was kept under Miscellaneous Capital Receipts, which includes estimated receipts
on account of management of equity investments and monetization of public assets
through various mechanisms. Government of India realized an amount of Rs.
45,306.05 core in FY 2025-26, which included Rs 16,885.56 crore from
disinvestment and Rs. 28,420.49 crore from Asset Monetization.
(b): For Budget Estimates 2026-27, Rs. 80,000 crore has been kept under
Miscellaneous Capital Receipts. Government of India has realized an amount of Rs.
27,568.06 crore as on 05.08.2026, which included Rs 21,201.13 crore from
disinvestment through Offer for Sale of Central Bank of India, Coal India Ltd, NHPC
Limited, NLC India Limited, General Insurance Corporation of India, Indian Railway
Finance Corporation Ltd. & Cochin Shipyard Ltd as well as strategic disinvestment of
Indian Medicines Pharaceuticals Corporation Ltd and Rs. 6,366.93 crore from Asset
Monetization. Further that, disinvestment is an ongoing process and
execution/completion of specific transactions hinges upon market conditions,
domestic and global economic outlook, geopolitical factors, investor interest and
administrative feasibility and given the market-sensitive nature of the disinvestment
transactions, drawing up timeline for disinvestment is not feasible.(c): The National Monetisation Pipeline 1.0 included assets with monetisation
potential of Rs. 6 lakh crore during the period (2021-22 to 2024-25), against which
around Rs. 5.3 lakh crore was achieved. Pursuant to the announcement made in the
Union Budget 2025-26, the National Monetisation Pipeline 2.0 (NMP 2.0) was
launched on February 23, 2026. NMP 2.0 estimated an aggregate monetization
potential of Rs. 16.72 lakh crore, including private sector investment of Rs 5.8 lakh
crore during the five-year period from FY 2026 to FY 2030. NMP enables recycling
of productive public assets, thereby unlocking resources for reinvestment in new
projects and capital expenditure.
