Will the Minister of COMMUNICATIONS be pleased to state:
(a) whether the Government has reviewed or compiled data on the role of post offices in
promoting financial inclusion and rural economic development in Karnataka and if so, the details
thereof;
(b) the district-wise number of post offices functioning in Karnataka including those operating
under the Core Banking Solution (CBS);
(c) the number of India Post Payments Bank (IPPB) accounts opened and the volume of Direct
Benefit Transfer (DBT) transactions facilitated through post offices in the State during the last five
years;
(d) the steps taken by the Government to strengthen last-mile delivery and improve e-commerce
connectivity through post offices in rural Karnataka; and
(e) whether the Government proposes to expand citizen-centric and digital banking services in
post offices of Karnataka and if so, the details thereof?

(a) The post offices in Karnataka complemented by India Post Payments Bank promotes
financial inclusion and rural economic development as per Government policies and guidelines
issued from time to time.
(b) The district-wise number of post offices functioning in Karnataka Circle is enclosed as
Annexure. All post offices are operating under Core Banking Solution (CBS).
(c) The number of India Post Payments Bank accounts opened during the last five years is 48.5
lakhs. The volume of Direct Benefit Transfer (DBT) transactions facilitated through post offices in
the State during the last five years is 23.05 Crores, with a value of ₹ 28,387.35 Crores.
(d) The steps taken by the Government to strengthen last-mile delivery and improve e-commerce
connectivity through post offices in rural Karnataka are as follows.
(i). Last mile delivery strengthened by connecting rural Post Offices through
Departmental and Karnataka State Road Transport Corporation (KSRTC) Mail Motor Service
1(MMS) schedules and monitoring of mail delivery by Mail Monitoring Unit, to ensure timely
and quality delivery in Karnataka.
(ii) Operationalization of a dedicated All India Postal Road Transport Network
connecting all states and Parcel Hubs to ensure safe, secure and time bound transmission of
parcels.
(iii) Rationalization of Processing hubs and provisioning of direct bagging to destination
hub, resulting in reduced handling time and improved transit performance.
(iv) Setup of Nodal Delivery Centres for exclusive expeditious last mile delivery of
parcels.
(v) Technology enabled delivery enhancements, including OTP-based delivery, delivery
through mobile applications in rural areas to ensure secure, trackable, and citizen-centric
services.
(vi) Establishment of Parcel Packaging units at major Post Offices to provide standardized
high quality packaging material.
(e) Citizen-centric services already available through post offices are promoted through Dak
Chaupals. Dak Community Development Programme (DCDP) events and melas and are enhanced
as planned from time to time. Digital banking service is available through the post offices counters
and at doorstep through India Post Payments Bank.
