Domestic Gas Coverage and CGD Expansion in Bhagalpur

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the details of the current coverage of domestic gas connections including under Ujjwala Yojana in
Bhagalpur;
(b) whether there is any proposal for expansion of the City Gas Distribution Network, if so, the details
thereof;
(c) the steps taken to strengthen petroleum storage and distribution infrastructure; and
(d) whether there is any special campaign being run to promote clean fuel, if so, the details thereof?

(a): As on 01.07.2026, there were about 7.35 lakh domestic LPG connections in Bhagalpur District of Bihar
including 3.90 lakh connections under PMUY.
(b): Providing Piped Natural Gas (PNG) connections, establishment of CNG Stations and laying of pipeline
infrastructure is part of development of City Gas Distribution (CGD) Network and the same is carried out by
the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB).
Bhagalpur District is a part of Lakhisarai, Munger and Bhagalpur Districts GA authorized to Indian Oil
Corporation Limited. As on 31.05.2026, the authorized CGD entity has provided 12,861 Domestic PNG
Connections, established 12 CNG Stations and laid 1,215 Pipeline (inch-km) in the GA.
(c): Government of India (GoI), through a Special Purpose Vehicle called Indian Strategic Petroleum Reserve
Limited (ISPRL), has established Strategic Petroleum Reserves (SPR) facilities with total capacity of 5.33
Million Metric Tonnes (MMT) of crude oil at three locations in Phase-I namely (i) Vishakhapatnam, (ii)
Mangaluru and (iii) Padur capacity.
In July 2021, Government had also approved the establishment of two additional commercial-cum-
strategic petroleum reserve facilities in Phase-II with total storage capacity of 6.5 MMT in Odisha and
Karnataka.
As on 01.07.2026, there are a total of 25,611 LPG distributorships of PSU OMCs operating across the country
including 58 LPG distributorships in Bhagalpur district of Bihar. These are served through 214 LPG bottling
plants of OMCs located across the country. In order to improve access of LPG in rural and remote areas,
OMCs have commissioned 8045 distributorships, during 01.04.2016 to 30.06.2026 across the country, out of
which 7452 (i.e. 93 %) are catering to rural areas.
As on 01.07.2026, PSU OMCs have network of 93,782 number of Retail Outlets across the country including
103 Retail Outlets in Bhagalpur District.
(d): Government have taken a number of initiatives to achieve clean energy targets with multiple
objectives including reducing import dependence, savings in foreign exchange, providing boost to domestic
agriculture sector and for associated environmental benefits. Some of these initiatives, inter-alia, include
blending of ethanol in petrol under the Ethanol Blended Petrol (EBP) Programme, SATAT (Sustainable
Alternative Towards Affordable Transportation) initiative, Sustainable Aviation Fuel (SAF) blending with
Aviation Turbine Fuel (ATF), and National Green Hydrogen Mission etc.
