DPR FOR SERVICE ROAD ON NH-66
3176. SHRI KOTA SRINIVASA POOJARY:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) whether the Government is aware that the agency for preparation of
Detailed Project Report for service road from Kundapura to Hejamadi on
National Highway (NH)-66 in Udupi District has been appointed but the DPR is
yet to be prepared and work has not commenced, if so, the details thereof;
(b) whether the Government is aware that absence of service roads on this
heavily trafficked stretch passing through densely populated areas is
causing hardship to residents and serious road safety concerns, if so, the
details thereof;
(c) whether the Government proposes to issue directions for early
preparation and approval of the DPR and expeditious commencement of
service road works from Kundapura to Hejamadi, if so, the details thereof;
and
(d) whether the Government proposes to complete on priority the pending
service road work near Doni Mane Hotel, Santhekatte which remains
incomplete and poses safety hazards to motorists and pedestrians, if so, the
details thereof?

(a) to (c) National Highways Authority of India (NHAI) has appointed
Consultancy agency for preparation of the Detailed Project Report (DPR) forroad safety improvement measures on National Highway (NH)-66 from
Hejamadi to the Kerala Border, which also includes the proposed service
road from Kundapura to Hejamadi. The DPR agency commenced its services
from 14.05.2026.
The scope of the DPR includes assessment and provision of service
roads, flyovers, underpasses and other road safety measures based on traffic
density, roadside development, road safety requirements, technical
feasibility and availability of land.
(d) A 6.0m wide service road from Km 314.0 to Km 315.0 (Both Hand Sides)
on NH-66 at Santhekatte was constructed in 2017 by the BOT (Build-Operate-
Transfer) Concessionaire.
Further, during the construction of the Santhekatte Vehicular Overpass
(VOP) at Km 314.092, the median divider was temporarily removed to
facilitate traffic diversion. Vehicular Overpass at Santhekatte is completed
and opened for traffic. However, reinstatement of the kerb separator
between the main carriageway and the service road has been stalled due to
objections from the local public, who have demanded additional widening of
the service road. The District Administration has been requested to provide
necessary support.
