O.I.H GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3135 TO BE ANSWERED ON AUGUST 06, 2026 DRAINAGE FRAMEWORK OF SIKAR NO. 3135 SHRI AMRA RAM: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether any Detailed Project Report (DPR) on proposed drainage framework of Sikar city has been submitted; (b) if so, the details thereof including the date by which the said DPR is likely to be approved; (c) whether the Government proposes to address the problem of waste water of the city accumulating on the National Highway to Bikaner thereby providing relief to the people; and (d) if so, the details thereof including the time by which the problem is likely to be resolved and if not, the reasons therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) and (b): Under Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0), the States/ Union Territories take up projects for water body rejuvenation, which inter alia includes harvesting the rain water through storm water drains into water body (which is not receiving sewage/ effluent); and creation/ strengthening of storm water drains around water body. The projects on sewerage and septage management also helps in improving drainage system in the urban areas. The States/ UTs are empowered to select, appraise, prioritise and implement the projects under AMRUT 2.0. In Sikar city, under AMRUT 2.0 the State of Rajasthan has taken up 02 sewer and septage management projects with approved cost of ₹315.68 crore and 03 water body rejuvenation projects with approved cost of ₹11.11 crore. Detailed Project Report (DPR) for all these projects have been prepared and contract awarded. …2/--2- (c) and (d): Water and Sanitation are State subjects and management of waste water in the urban areas falls under the purview of the State Governments and the Urban Local Bodies (ULBs)/ Urban Development Authorities at city/ town level who are responsible for maintaining the drainage and sewerage system. Further, as per 12th Schedule of the Constitution, Urban Planning is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities. The ULBs/ Urban Development Authorities under the State Governments survey and prepare drainage plans as per the local needs. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States.
