Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the date on which the project to provide drainage facility in
Machilipatnam with an estimated cost of Rupees eight crore in Krishna
district of Andhra Pradesh was proposed;
(b) whether it is true that the project is still going on;
(c) if so, the reasons for the delay and the time by which the project is likely
to be completed; and
(d) whether there is any cost and time overrun in the project and if so, the
details thereof?

MACHILIPATNAM”
(a) to (d): Water and Sanitation are State subjects and management of
drainage falls under the purview of the State Governments and the Urban
Local Bodies (ULBs)/ Urban Development Authorities at city/ town level
who are responsible for maintaining the drainage and sewerage system.
Further, as per 12th Schedule of the Constitution, Urban Planning is the
function of Urban Local Bodies (ULBs)/ Urban Development Authorities.
Government of India supplements the efforts of the States through
schematic interventions/ advisories. It provides financial and technical
support to the States.
Under Atal Mission for Rejuvenation and Urban Transformation
(AMRUT), two drainage projects in Machilipatnam city of Krishna district
in Andhra Pradesh costing ₹11.09 crore and ₹7.93 crore were approved
by the Ministry of Housing and Urban Affairs during the financial year
2016-17. As reported by the State Government, the administrative
approval of the State Government for this drainage project was accorded
on 24.05.2017. The details of the projects are as under:

The State has informed that the above work was awarded on
04.01.2018 and so far, the agency has completed ₹9.35 crore of work.
Against the targeted 9.81 Km of drainage network, 5.68 Km has been
executed. The State Government has also informed that the delay
occurred mainly due to Covid pandemic, non-availability of raw materials/
labour, etc. Due to slow progress, the State Government has approved
closure of the contract and permitted Engineer in Chief, Public Health,
Tadepalli for tendering of the balance works. As informed by the State,
there is no cost overrun in the project.
