Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION
be pleased to state:
(a) whether the Government is aware of the fact that payment of Rs. 57.04 crore to Rajasthan
State Oil seeds Growers Co-operative Federation Ltd. (Tilam Sangh) is still pending against the
procurement made by the Food Corporation of India (FCI) between 2007-08 and 2014-15 and if
so, the details thereof;
(b) whether during 2009- 10 to 2014-15, a deduction in cost of Rs. 41.57 crore was made by
the department without any clear justification;
(c) the present status of claims for payment of claims for the years 2015-16 (Rs. 6.73 crore),
2016- 17 (Rs. 7.37 crore) and 2017-18 (Rs. 3.34 crore) and whether it is still pending due to delay
in fixation of rates; and
(d) if so, the time by which the pending payment will be made to the Tilam Sangh,
representing the co-operative institutions particularly of Sriganganagar, Bikaner, Udaipur,
Raj samand, Kota and Jhalawar-Bundi districts?
ANSWER

(a) to d): Department of Food and Public Distribution (DFPD) reimburses the expenditure
incurred by States, that have opted for Decentralized Procurement (DCP) mode for
procurement/distribution of food-grains to the beneficiaries of Central Schemes as per allocation
made by Government of India. Further, funds are also released by Food Corporation of India (FCI)
to the States for the quantum of food-grains handed over to them by States for Central Pool.
Rajasthan being a non-DCP State receives funds from FCI.
Final rates of procurement incidentals are fixed on the basis of audited accounts and
supporting documents furnished by the State Government to DFPD and any difference between
provisional rates and final rates of incidentals are settled accordingly.
As per information received from FCI, all claims of State Government for the period of
RMS 2007-08 to 2014-15 have been settled as per Final Cost Sheets, issued by DFPD.
