376: SHRI MANI A:
Will the MINISTER OF PANCHAYATI RAJ be pleased to state:
a. the details of funds allocated and released by the Government for the development of
Gram Panchayats in Tamil Nadu, along with the amount allocated to Dharmapuri district;
b. the number of Gram Panchayats in Dharmapuri district that have been computerised
under the e-Panchayat initiative and other Digital India programmes, along with the
details of digital infrastructure, broadband connectivity and e-governance facilities made
available;
c. the total number of Gram Panchayats in Dharmapuri district and the number that are fully
computerised and providing online citizen services; and
d. the steps being taken to achieve 100 per cent digitalisation of Gram Panchayats in
Dharmapuri district and strengthen transparent, efficient and technology-enabled rural
governance?

(a) Panchayat, being “Local Self Government”, is a State subject. Therefore, all matters
including the development of Panchayats come within the purview of States. Ministry of
Panchayati Raj (MoPR) supplements and complements the efforts of State Governments,
including fund support under the schemes towards strengthening and efficient functioning of the
Panchayati Raj Institutions (PRIs) on a continuous basis.
The details of Central funds allocated/released for the development of Panchayats in Tamil Nadu
under the Fifteenth Finance Commission Grants (FFC) during the last five years are as under:

(b) to (d) The State Government of Tamil Nadu has intimated that in Dharmapuri district all the
249 village Panchayats have been computerized; computers are in place in all the Panchayats
with digital infrastructure; broadband connectivity and e-Governance facilities.
Bharatnet/Tanfinet connection has been provided to all Panchayats in Dharmapuri District.
Further, these Panchayats are providing services to the general public through:
The VPTax Portal (Village Panchayat Tax) - To pay property tax, professional tax,
water charges, trade license fee, etc.
TNPASS (Tamil Nadu Panchayat Accounts Simplified System) – To maintain payroll
and Panchayat accounts and payment for employees working in village Panchayats.
OnlinePPA (Online Planning Permission Approval) portal - To obtain building permits
such as, self-certification, below 10000 Sq. Ft, above 10000 Sq.Ft, layout approval, etc.
