SHRI BABU SINGH KUSHWAHA: SHRI DEVESH SHAKYA: Will the Minister of PLANNING be pleased to state: (a) whether the Government proposes any special development package to accelerate the economic and infrastructural development of the Jaunpur Lok Sabha Constituency and agrarian districts such as Etah and Kasganj; (b) whether there is any proposal under the Pradhan Mantri Gati Shakti National Master Plan to develop an integrated industrial corridor by linking rail and road infrastructure particularly in Jaunpur Lok Sabha constituency and linking the Jawaharpur Power Plant with the railway lines and if so, the details thereof; (c) whether the Government proposes to provide special incentives to agro-based and other major industries with the objective of curbing the migration of youth and creating employment opportunities at local level under Make in India scheme particularly in Jaunpur Lok Sabha Constituency and Etah and Kasganj districts and if so, the details thereof; and (d) whether the Government proposes to put in place any special monitoring mechanism through NITI Aayog for the regular review of the overall and balanced development particularly in the Jaunpur Lok Sabha Constituency and Etah and Kasganj districts and if so, the details, thereof ? Page 1 of 5ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) No special development package has been proposed by NITI Aayog for Jaunpur Lok Sabha Constituency and the agrarian districts of Etah and Kasganj. (b) Railway connectivity to Jawaharpur Thermal Power Plant has been completed and commissioned from Etah Station of the North Central Railway to the Jawaharpur Thermal Power Plant. In Phase-II, rail connectivity to Jawaharpur Thermal Power Plant, envisaged from the Eastern Dedicated Freight Corridor (EDFC), to facilitate coal transportation, is currently under execution. (c) Under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, the financial assistance is provided to micro food processing enterprises are as under: (i). Support to Individual / Group Category Micro Enterprises: Credit- linked capital subsidy @35% of the eligible project cost, maximum ceiling Rs.10 lakh per unit; (ii). Support to SHGs for seed capital: Seed capital @ Rs. 40,000/- per member of SHG engaged in food processing for working capital and purchase of small tools subject to maximum of Rs. 4 lakh per SHG Federation. (iii). Support for Common Infrastructure: Credit linked capital subsidy @35% subject to maximum of Rs. 3 crore to support FPOs, SHGs, Cooperatives and any Government agency for setting up of common infrastructure. The common infrastructure will also be available for other units and public to utilize on hiring basis for substantial part of the capacity. Page 2 of 5(iv). Branding and Marketing Support: Grant upto 50% for Branding and Marketing to groups of FPOs/ SHGs/ Cooperatives or an Special Purpose Vehicle (SPV) of micro food processing enterprises. (v). Capacity Building: The scheme envisages training for Entrepreneurship Development Program (EDP) modified to meet the requirement of food processing industry and product specific skilling. The details of no. of loans sanctioned, subsidy approved and employment generated in Jaunpur Lok Sabha Constituency (District: Jaunpur), Etah and Kasganj districts are at Annexure A. (d) NITI Aayog under the Aspirational Blocks Programme (ABP) focuses on improving governance to enhance the quality of life of citizens and service delivery in the remotest and less developed blocks of India. 500 blocks have been identified across 27 States and 4 Union Territories of India, including Jaunpur Lok Sabha Constituency and Etah and Kasganj districts under the Aspirational Blocks Programme. The blocks are monitored on 39 key indicators that have been identified under priority themes namely, Health and Nutrition, Education, Agriculture and Allied Services, Basic Infrastructure and Social Development. The blocks are ranked based on the progress they make on these indicators over time.
