Will the Minister of EDUCATION be pleased to State:
(a) the number of higher educational institutions targeted under the Performance Assessment,
Review, and Analysis of Knowledge for Holistic Development (PARAKH) Rashtriya
Sarvekshan 2024 Scheme, State/UT-wise;
(b) the steps taken by the Government to ensure that all States and Union Territories take part in
the scheme along with the details of the funding share between the Centre and States/UTs;
(c) the details of industry collaborations, internships, and vocational modules introduced under
the such scheme; and
(d) whether the scheme is expected to address regional disparities and improve the Gross
Enrollment Ratio and if so, the details thereof?

(a) to (d): In pursuance of the recommendation of the NEP 2020, the National Assessment
Centre, called PARAKH (Performance Assessment, Review, and Analysis of Knowledge for
Holistic Development), was established on 8th February, 2023 by the Ministry of Education
under the National Council of Educational Research and Training (NCERT). PARAKH’s
primary objective is to establish norms, standards, and guidelines for student assessment and
evaluation across all the schools in the country. PARAKH has mandate to do assessment of only
schools and not Higher Education Institutions.Recently, the PARAKH Rashtriya Sarvekshan was conducted by PARAKH on 4th December,
2024 which witnessed participation from over 21.15 lakh students and 2.70 lakh teachers from
74,000 schools across all States/UTs in the country. National, State and District level report
cards for PARAKH Rashtriya Sarvekshan 2024 have been released and are available at
https://dashboard.parakh.ncert.gov.in/en
To ensure participation from all States and UTs, the National Assessment Centre-PARAKH,
NCERT, under the aegis of the Department of School Education & Literacy, Ministry of
Education, conducted regular orientation meetings, capacity-building workshops, training
sessions, and collaborative planning sessions with concerned officials from State/UT
Governments and provided necessary facilitation, wherever required. Financial assistance is
provided to the States/UTs under the centrally sponsored schemes of Samagra Shiksha for
conducting periodical assessments of Student’s learning outcomes including PARAKH Rashtriya
Sarvekshan.
The assessment aims to underscore critical competency, skill or infrastructural gaps at various
stages of schooling and equip policy makers in States/UTs with robust, district-level data on
learning outcomes and contextual variables affecting such outcomes to design data driven
interventions for enhancing the quality and effectiveness of school education in India.
Education is in the concurrent list of the Constitution and majority of the schools are under the
domain of respective State and UT Governments. Central Government assists States and UTs
through the Centrally Sponsored Scheme of Samagra Shiksha and Mid Day Meal provided
from Balvatika to class 8 under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Yojna.
Financial assistance is also provided to the States and UTs for various activities to reduce
dropout and increase enrolment in Government schools, which include opening/strengthening
of new schools up to senior secondary level, strengthening school infrastructure, setting up and
up gradation and running of Kasturba Gandhi Balika Vidyalayas (KGBV) upto class 12, setting
up of residential schools/hostels named Netaji Subhas Chandra Bose Avasiya Vidyalayas,
hostels under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM- JANMAN) and
Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), transport allowance, undertaking
enrolment drives, seasonal hostels/residential camps, provision of vocational education and
ICT facilities in schools, providing free text books and free uniform, transport/escort facility,
etc, financial assistance is also provided for aids and appliances for children with special needs.
