EDUCATIONAL UPLIFTMENT AND SKILL DEVELOPMENT AMONG MINORITIES

Will the Minister of MINORITY AFFAIRS be pleased to state:
(a) the details of the measures undertaken to enhance educational access and quality among
minority communities particularly under schemes such as Nai Udaan, Naya Savera and Nai
Manzil;
(b) the details of the initiatives introduced by the Government to promote entrepreneurship
and skill development among minority youth especially through collaborations with industry
partners and the integration of digital skills in training programmes under the PM-VIKAS
scheme; and
(c) the details of progress of the Pradhan Mantri Jan Vikas Karyakram (PMJVK) with
specific details on infrastructure projects—such as schools, health centres and community
assets completed in minority-concentrated districts since 2020?

THE MINISTER OF MINORITY AFFAIRS

(a): The Ministry of Minority Affairs implemented ‘Nai Udaan’, ‘Naya Savera’ and ‘Nai
Manzil’ schemes. A brief of these schemes is as follows:
i. Nai Udaan Scheme was launched in the year 2013-14 to provide financial support to
the minority candidates who qualify in the preliminary examinations conducted by
Union Public Service Commission (UPSC), Staff Selection Commission (SSC), and
State Public Service Commissions (SPSCs). Since the inception of the scheme, about
9,300 candidates were trained under the scheme. The scheme has been discontinued
w.e.f. Financial Year 2022-23.
ii. Naya Savera scheme also popularised as Free Coaching and Allied Scheme, was
launched in the year 2006-07 for the candidates/students belonging to minority
communities under which Free Coaching was provided to assist students/candidates
belonging to the notified minority communities by way of special coaching for
qualifying examinations for admission in technical/ professional courses and
competitive examination for recruitment to Group ‘A, ‘B’ & ‘C’ services and other
equivalent posts under the Central and State Governments including public sector
undertakings, banks, railways etc. Since the inception of the scheme, about 1.19 lakh
candidates (approx.) were trained under the scheme. The scheme has been
discontinued w.e.f. Financial Year 2022-23.iii. Nai Roshni Scheme, a Leadership Development Programme for Minority Women,
was launched in 2012-13 with an objective to empower and instill confidence among
minority women by providing knowledge, tools and techniques for interacting with
Government systems, banks and other institutions at all levels. Since inception, about
4.35 lakh candidates(approx.) were trained under the scheme. The scheme has been
now converged as the Women Leadership and Entrepreneurship component into an
integrated scheme viz. Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS).
(b): Under the PM VIKAS scheme, the Project Implementation Agencies (PIAs) are
required to ensure placement of candidates as per the scheme guidelines and it forms a part of
the MoUs that the Ministry signs with the implementing agencies. Under non-traditional
(modern) skilling, PIAs are required to ensure placement of at least 75 percent skilled
beneficiaries in some form of employment (wage/ self-employment/ apprenticeship), of
which at least 50 percent should be placed in organized sector, as categorised in the National
Skill Quality Framework (NSQF)/ Common Cost Norms (CCN).
The Government promotes entrepreneurship and skill development among minority
youth under the PM VIKAS scheme through industry-aligned, National Skill Quality
Framework (NSQF) compliant training courses. The scheme integrates digital skills and
digital literacy, including training in modern job roles in the areas of Artificial Intelligence,
Internet of Things etc, to enhance employability and self-employment opportunities. The
entire training lifecycle is managed through the Skill India Digital Hub (SIDH) portal of
Ministry of Skill Development and Entrepreneurship(MSDE), ensuring transparency and
effective monitoring.
(c): Pradhan Mantri Jan Vikas Karyakram" (PMJVK), a Centrally Sponsored Scheme, is
the flagship program of the Ministry of Minority Affairs for creation of community
infrastructure in the Minority Concentration Areas of the country in the sectors of Health,
Skill Development, Education, Women Centric Projects, Drinking Water and Sanitation,
Sports, Renewable Energy, Tourism, Animal Husbandry and Other Community
Infrastructure. The details of infrastructure projects approved since 2020 under PMJVK
scheme are at Annexure-I.
