EFFICIENCY OF FCI AND CWC

Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION
be pleased to state:
(a): whether there is a need to enhance the efficiency of management, storage capacity and
distribution system of the godowns/warehouses of Food Corporation of India (FCI) and Central
Warehousing Corporation (CWC) in Sonipat Lok Sabha Constituency ofHaryana;
(b): the number of godowns presently operating under FCI and CWC in the said area including
the details of the storage capacity and status of management of the said godowns;
(c): whether the Government has set any special monitoring or supply management
mechanism in place to check price rise of essential commodities and if so, the details thereof;
and
(d): the benefits accrued to the Sonipat Lok Sabha Constituency due to the said mechanism?

REGARDING “EFFICIENCY OF FCI AND CWC”
(a) & (b): The efficiency of management, storage capacity and distribution system of the
godowns/warehouses of Food Corporation of India (FCI) and Central Warehousing Corporation
(CWC) is continuously strengthened through adoption of digital and operational initiatives like
Quality Management System (QMS), Vehicle Location Tracking System (VLTS), WINGS
(Warehouse Inventory Network & Governing System), Anna Darpan, Depot Darpan, Smart
Warhouse, Smart PDS to enhance transparency, efficiency and real-time monitoring of related
parameters
.
FCI has 21 godowns in Sonipat Lok Sabha Constituency, Haryana. The detail is attached as
Annexure-A. Silos having capacity of 4.75 LMT at 07 locations in Haryana including 50,000 MT
capacity in Sonipat are also operational. CWC has one warehouse of 18500 MT capacity in
Sonipat .
(c) & (d): The Government sells surplus food grains (Wheat & Rice), beyond the Public
Distribution System (PDS) and Other Welfare Schemes (C)WS) requirements through open sale
under Open Market Sales Scheme (Domestic) (OMSS(D)). This helps increase the availability of
foodgrains in the market resulting control inflation, ensure food security and make foodgrains
more affordable for the citizen.
In addition, Bharat Atta and Bharat Rice were launched on 06.11.2023 and 06.02.2024,
respectively, for providing atta (wheat flour) and rice at subsidized rates.
Further, Department of Consumer Affairs monitors the daily prices of 40 essential food
commodities by 578 price monitoring centres.
The prices of food commodities tend to be volatile as they are affected by several factors
such as seasonality in production, supply chain disruptions, rise in international prices etc. Price
volatility affects consumers by way of increase in food consumption budget. In order to moderate
the volatility in prices mitigate hardships to consumers, the Government implements Price
Stabilization Fund (PSF).
Government keeps a close watch on the production and availability of essential
commodities through regular reviews by the Inter-Ministerial Committee (IMC).
The aforesaid monitoring or supply management mechanism to check price rise of essential
commodities are beneficial across the country including Sonipat, Haryana,
