EFFORTS TO MAKE INDIA A GLOBAL EV HUB
3282. SHRI LAHAR SINGH SIROYA:
Will the Minister of Heavy Industries be pleased to state:
(a) whether Government has accelerated electric vehicle manufacturing and advanced
battery production under national green mobility initiatives to position India as a global EV
hub;
(b) the quantum of investments, manufacturing units and supply-chain ecosystems
established in Karnataka under these initiatives; and
(c) the measurable impact of these measures on employment generation, reduction in
carbon emissions and strengthening of domestic manufacturing competitiveness across India?

(a): To accelerate electric vehicle manufacturing and battery production, Ministry of Heavy
Industries (MHI) administers two schemes i.e. Production Linked Incentive (PLI) Scheme for
Automobile and Auto Components Industry in India (PLI-Auto Scheme) for enhancing India’s
manufacturing capabilities for advanced automotive technology (AAT) products and PLI scheme
namely "National Programme on Advanced Chemistry Cell (ACC) Battery Storage."
(b): In the state of Karnataka, 27 manufacturing units were set up with cumulative investment of Rs.
2142.57 cr. under PLI-Auto Scheme (as on 31.12.2025). Under PLI ACC scheme, Rs. 262 crore has
been invested (till January 2026) by ACC Energy Storage Pvt. Ltd.
(c): PLI-Auto Scheme and PLI-ACC scheme focus on creating a robust ecosystem of innovation
that will enable development of clean mobility solutions and reduce carbon footprint. Under PLI-Auto
scheme, 18 applicants have achieved the Domestic Value Addition (DVA) of 50% or more for 44
variants as on 16.03.2026 and 61,241 no. of jobs generated (as on 31.12.2025). PLI-ACC scheme acted
as a catalyst for Indian cell manufacturers to setup cell manufacturing units. Besides PLI ACC scheme
applicants, manufacturers have announced a cumulative capacity of about 178 GWh in the country over
the next five years.
