Executive Summary:
In response to Lok Sabha Unstarred Question No. 3147, the Ministry of Power details the steps taken to provide electricity connections to unelectrified households. The Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) scheme, launched in October 2017, successfully completed its sanctioned works and closed on March 31, 2022, electrifying approximately 2.86 crore households. The government continues to support States through the Revamped Distribution Sector Scheme (RDSS) and the New Solar Power Scheme.

SAUBHAGYA Scheme:
Objective: To provide electricity connections to all willing unelectrified households in rural areas and all willing poor households in urban areas.

New Solar Power Scheme:
Purpose: To provide off-grid solar-based electrification.
Sanctioned Works: Works amounting to Rs. 50 Cr. have been sanctioned for off-grid solar-based electrification of 9,961 households as of June 30, 2025.

Impact: Responsible for reporting the number of households electrified under SAUBHAGYA and implementing the RDSS and New Solar Power Scheme.
Action Required: Continue to identify and facilitate on-grid electrification through RDSS and off-grid electrification through the New Solar Power Scheme for remaining unelectrified households.
Unelectrified Households:
Impact: Benefit from access to electricity through grid connections or off-grid solar solutions.
Action Required: Express willingness to be connected to the electricity grid or participate in the off-grid solar electrification program.
Ministry of Power:
Impact: Oversees the implementation and provides financial support for electrification schemes.
Action Required: Continue to monitor the progress of RDSS and the New Solar Power Scheme and provide necessary support to State Governments/UTs.

(a) the steps taken for providing electricity connections to all willing unelectrified
households in rural areas and all willing poor households in urban areas in the country;
(b) whether the Government has been able to implement successfully the Pradhan
Mantri Sahaj Bijli Har Ghar Yojana (Saubhagya) scheme to provide electricity in rural and
urban areas of the country and if so, the details thereof, State-wise;
(c) the financial assistance provided by the Government as Gross Budgetary Support
for the said scheme; and
(d) whether the Government has data of the number of left-out households still
without universal access to electricity in the country and if so, the details thereof, State-
wise?

(a) to (d) : Government of India launched the Pradhan Mantri Sahaj Bijli Har Ghar
Yojana (SAUBHAGYA) in October, 2017 with the objective of providing electricity
connections to all willing un-electrified households in rural areas and all willing poor
households in urban areas in the country. All sanctioned works have been successfully
completed under SAUBHAGYA and scheme stands closed as on 31.03.2022.As reported
by the States, around 2.86 crore households have been electrified during the
SAUBHAGYA period. State-wise details are at Annexure-I.
The financial assistance provided as Gross Budgetary Support by Government of
India for SAUBHAGYA scheme is Rs 6330.32 Cr.
Further, Government of India has supported States in on-grid electrification of all
households left out during SAUBHAGYA period, where found feasible, under Revamped
Distribution Sector Scheme (RDSS). Till date, works amounting to Rs. 6,487 Cr. have been
sanctioned for grid electrification of 13,59,752 households. This also includes
electrification works for households belonging to Particularly Vulnerable Tribal Group
(PVTG) identified under PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha
Abhiyan), households belonging to Scheduled Tribes identified under DA-JGUA (Dharti
Aaba Janjatiya Gram Utkarsh Abhiyan), Scheduled Caste households under Pradhan
Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY) and households in remote & border
areas under Vibrant Villages Program (VVP) wherever found feasible. The State/UT-wise
details are placed at Annexure-II.
In addition, under New Solar Power Scheme, works amounting to Rs.50 Cr. have
been sanctioned for off-grid solar based electrification of 9,961 households as on 30th
June, 2025 (State-wise details placed at Annexure- III).
