GOVERNMENT OF INDIA MINISTRY OF POWER RAJYA SABHA UNSTARRED QUESTION NO.4145 ANSWERED ON 30.03.2026 ELECTRIFICATION STATUS OF TRIBAL AREAS IN UTTAR PRADESH 4145 SMT. GEETA ALIAS CHANDRAPRABHA: Will the Minister of POWER be pleased to state: (a) the district-wise status of household electrification in tribal-dominated areas in the State of Uttar Pradesh, including the number of villages still lacking electricity connection; (b) the total funds allocated and utilized during the last five years for electrification projects in tribal regions in the State of Uttar Pradesh under Central schemes; and (c) the measures taken by Government to ensure reliable power supply and infrastructure expansion in these tribal areas? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK) (a) to (c): Electricity being a concurrent subject, supply and distribution of electricity to all consumers, is within the purview of the respective State Government/distribution utility. Government of India has supplemented the efforts of the States earlier through schemes like Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) and currently under the Revamped Distribution Sector Scheme (RDSS), launched in July 2021, to help them achieve the objective of providing quality and reliable supply of power to all households. As reported by the States/UTs, all the inhabited un-electrified census villages in the country were electrified by 28thApril, 2018. A total of 18,374 villages were electrified during DDUGJY period including 1498 villages of Uttar Pradesh. Under DDUGJY and thereafter under SAUBHAGYA, as reported by all States/UTs, electrification of all willing households was completed. A total of 2.86 crore households were electrified during SAUBHAGYA period including 91,80,571 households of Uttar Pradesh. Both the schemes stand closed as on 31.03.2022. Under RDSS, projects worth Rs 1.53 lakh crore for loss reduction and Rs 1.31 lakh crore for smart metering have been sanctioned based on the proposals submitted by the States. For the State of Uttar Pradesh, loss reduction works amounting to Rs 21,782 crore and smart metering works amounting to Rs 18,956 crore have been sanctioned. Smart metering works have been sanctioned for installation of 20.33 crore smart meters including 2.85 crore smart meters for the State of Uttar Pradesh. Till date, 6.13 crore smart meters have been installed across the country under various schemes including RDSS. This includes around 93 lakh smart meters for the State of Uttar Pradesh. ………2.- 2 - Infrastructure strengthening works undertaken under RDSS include replacement of old conductors, augmentation of substations and Distribution Transformers (DTs), creation of new substations, installation of new DTs, feeder segregation and bifurcation, and implementation of SCADA/DMS systems for real-time monitoring. The execution of the above works will help improve the quality of supply of power. The sunset period of the scheme is 31.03.2028. Under RDSS, grid electrification works were sanctioned for households left out during SAUBHAGYA period, including households belonging to Particularly Vulnerable Tribal Groups (PVTG) identified under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), households belonging to Scheduled Tribes (STs) under DA-JGUA (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan), households belonging to Scheduled Castes (SC) under Pradhan Mantri Anusuchit Jaati AbhyudayYojana (PM-AJAY) and households in remote & border areas under Vibrant Village Program (VVP), have been sanctioned, wherever found feasible. Up to March 2026, household electrification works amounting to Rs. 6,522 Crore have been sanctioned for 13.65 lakh households under the scheme. This includes Rs 964 crore (Central grant of Rs 579 crore) for grid electrification of 2,65,913 households in Uttar Pradesh, including tribal households. Central grant of Rs 111.65 crore has been released to the State so far, including Rs 5.12 crore for electrification of tribal households of Uttar Pradesh. The district-wise details of households sanctioned and electrified till date in Uttar Pradesh under RDSS are at Annexure. Further, under New Solar Power Scheme, works have been sanctioned for 8,823 PVTG and 4,099 tribal households for off-grid solar based electrification under PM-JANMAN and DA-JGUA, respectively. Since most of the left-out households are in remote, hilly and forest areas, the norms for electrification under RDSS have been relaxed and the ceiling limit for cost of electrification was enhanced. Grid based electrification works have been sanctioned under RDSS wherever found feasible as per the revised norms.
