SHRI ANIL YESHWANT DESAI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Government is aware that globally challans for violation of traffic rules are issued through electronic medium by installing cameras to capture images of such violations and if so, the details thereof; (b) the progress made in installation of such cameras in class 'A' cities in the country; (c) the number of challans issued and the amount of fine received through online mode; and (d) whether there is any system in place to monitor paid and unpaid challans, if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) and (b) Section 136A of the Motor Vehicles Act, 1988 provides for electronic monitoring and enforcement of road safety on National Highways, State Highways, roads or in any urban city within a state which has a population up to such limits as may be prescribed by the Government. Accordingly, Government has published Rule 167A under the Central Motor Vehicles Rules (CMVR), 1989 in August 2021 for Electronic Monitoring and Enforcement of Road Safety at high-risk and high-density corridors on National Highways, State Highways and at critical junctions in cities having more than one million population and cities under National Clean Air Programme (NCAP) in the Country. The responsibility to implement the provisions of Rule 167A of the CMVR, 1989 in terms of section 136A of the MV Act, 1988 comes under the purview of the State Governments. However, to support the States, Government has issued guidelines for incentive to States forImplementation of Electronic Enforcement of Road Safety under the Scheme of Special Assistance to States for Capital Investment 2025-26 (SASCI 2025-26) with allocation of Rs. 3,000 Crore on First-Come-First- Served basis. Details of installation of e-enforcement devices by the States/UTs in class 'A' cities in the country is not centrally maintained. (c) and (d) The Government in the Ministry of Road Transport & Highways has developed eChallan System, a web based application. The system allows the agencies authorised by the States/UTs to carry out on-the-spot challaning process efficiently through mobile app, by providing easy user interface, quick search option of offence history, vehicle and license information, relevant acts & sections, including the advanced features of capturing GPS location, photographic evidences and in-built challan printing facility. Further, the system also facilitates detection of traffic violations through CCTV/ANPR (Automatic Number Plate Recognition) cameras, Speed Guns, OSVD (Over Speed Violation Detection), RLVD (Red Light Violation Detection) and other advanced Intelligent Traffic Management System (ITMS) devices. The paid and unpaid challans can be monitored through the dashboard in the eChallan System's report application. The URL for this application is https://echallan.parivahan.gov.in/echallanreport. As per the dashboard, as on 29.07.2025, a total of 35.79 crore challans amounting to ₹53,715.34 crore have been issued. Of these, 13.65 crore challans have been disposed of, generating revenue of ₹20,027.70 crore through various modes, including online payments. Additionally, the portal provides a facility for raising grievances against challans for review and disposal by the concerned enforcement authority. Citizens have the freedom to challenge the imposition of challan in a court of law of competent jurisdiction and disposal of such matters is done by the courts. *****
