Will the Minister of HEALTH AND FAMILYWELFARE be pleasedtostate:

(a) the details of approach method adopted by Government to combat tuberculosis as per the National Tuberculosis EliminationProgram;

(b) the details of target set and target achieved so far under the said programme, State-wise anddistrict-wise inKarnataka;

(c) whether the Government has conducted/plans to conduct any studies or evaluations regardingTBcontrol strategies andif so, the detailsthereof;

(d) the budget allocated andutilised underthe said programme during the last three years;

(e) whether there are any plans to increase funding to intensify TB control efforts, especially inrural districts andAspirational districts andif so, the detailsthereof; and

(f) the specific measures taken/proposed tobe takenby the Government toaddress challenges in TB diagnosis, treatment access and public awareness, especially to reduce stigma and improve treatment adherencetoprevent the spread of drug-resistant TB? ANSWER THE MINISTER OFSTATEIN THE MINISTRYOFHEALTHAND FAMILY WELFARE (SMT.ANUPRIYAPATEL)

(a) to (f) To address Tuberculosis (TB), the Government has implemented the National TB Elimination Programme (NTEP) under the aegis of the National Health mission with key

strategiesasunder:  promotion of early diagnosis of TB patients, prompt treatment with quality assured drugs  involvementof private sector inTBcare  implementation of prevention strategies including TB preventive treatment and contacttracingin highrisk/vulnerable populationand  airborne infectioncontrol.

The State-wise targets set for notification of TB cases and achievement including the State of Karnataka for the year2024 isplaced asAnnexure- I.

The Government through Indian Council of Medical Research (ICMR) has conducted the National TBPrevalence Surveyin 20 State/Group of States in2021. In addition,District levelAnnual Surveys are conducted to monitor the trends of the TB incidence at the State/UTs/District level. Through this methodology, State/UTs/District level estimates of TB disease are derived and measured against the baseline of 2015. Three rounds of this exercise hasbeenconductedin2020,2021& 2022.

To intensify efforts & to achieve national goals for TB elimination, including for aspirational districts & rural areas, inthe year2025-26 anamount of Rs. 3259.26croreshasbeenallocated excluding a cash grant of Rs 2318.80 crores as part of RCH Flexipool. The budget allocated & utilizedunderNTEPfor the last 3 yearsisplaced asAnnexure- II.

Further, under NTEP, the key steps taken to ensure diagnosis of TB, treatment & increase

public awareness across the countryare asunder:  Targeted interventions in high TB burden areas through State and District Specific Strategicplans.  Provisionof free drugs anddiagnosticstoTB patients.

 Intensified TB case-finding amongvulnerable populations through mobile diagnostic unitsfor reachingout toremote andrural areas.  Decentralization of TB screening and treatment services to the Ayushman Arogya Mandir (AAM).

 Private sector engagement with incentives for notification & management of TB cases.  Scaling up of molecular diagnostic laboratories in all blocks to facilitate early TB diagnosis.  Ni-kshay Poshan Yojana of Rs 1,000 per month per patient as nutritional support for the entire durationof treatment.

 Intensified Information, Education & Communication (IEC) interventions to reduce stigma, enhancecommunity awareness andimprove healthseeking behaviour.  Provision of TB Preventive Treatment to contacts of TB patients and vulnerable population.

 Tracking of notifiedTBcases through Ni-kshay portal.  Provision of additional nutritional support to TB patients and household contacts underNi-kshay Mitra initiative. *****Annexurereferred to inthereply toparts(a) to(f) of Lok SabhaUnstarredQuestionNo.
