EMPLOYMENT GENERATION UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Pradhan Mantri Awas Yojana (Gramin) (PMAY-G)
implemented by the Government in the country has contributed
to employment generation in rural areas of various States of the
country;
(b) if so, the details thereof along with the number of estimated
person-days of employment generated under the scheme since
2016 and figures, State and district-wise including Maharashtra,
Madhya Pradesh, UT of Dadra and Nager Haveli;
(c) the details of amalgamation of PMAY-G with other Government
schemes like Viksit Bharat Ji Ram Ji Yojana for provision of
unskilled labour assistance and other facilities; and
(d) the details of steps taken under the Rural Mason Training (RMT)
Programme and its impact on the availability of skilled human
resources, State-wise including Maharashtra and UT of Dadra
and Nager Haveli?

(a) & (c): To achieve the target of “Housing for All” in rural areas,
the Ministry of Rural Development is implementing Pradhan Mantri
Awaas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to
provide assistance to eligible rural households with an overall target
to construct 4.95 crore pucca houses with basic amenities by 2029.
The Union Cabinet approved the Implementation of the Pradhan
Mantri Awaas Yojana – Gramin (PMAY-G) for construction of 2 crore
additional rural houses during FY 2024-25 to 2028-29. As on
Page 1 of 306.03.2025, a total target of 4.14 crore houses has been allotted to
the States/UTs and out of which 3.89 crore houses have been
sanctioned by the States/UTs and 2.97 crore houses have been
completed.
As per Schedule I, Para 4(1), II (B) (iv) of the Mahatma Gandhi
National Rural Employment Guarantee Act (MGNREGA), unskilled
wage component for construction of houses sanctioned under PMAY-
G or other State/Central Government schemes was permissible.
Under this, it was mandatory to provide support of 90/95 person days
to unskilled wage employment at the current rates to a PMAY-G
beneficiary for construction of his /her house in convergence with
MGNREGS. Subsequently, a new Act titled "The Vikshit Bharat -
Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB - GRAM G)"
was enacted in December 2025. Schedule I of the VB-G RAM G Act,
Para 4(b) (viii), includes rural housing works permissible under the
schemes of the Central Government, including those under Pradhan
Mantri Awas Yojana-Gramin, as admissible works.
The PMAY-G households are also provided water, LPG and
electricity connections in convergence with other relevant schemes.

(d): Under PMAY-G, Rural Mason Training (RMT) is a key initiative
aimed at ensuring quality construction and supporting sustainable
livelihoods in rural areas. The programme focuses on developing a
pool of skilled and certified masons capable of constructing disaster-
resilient, durable, and cost-effective pucca houses using locally
available materials and appropriate technologies. These trained
masons contribute significantly to improved construction quality,
faster completion, and adherence to design and safety standards.
So far, 3.81 lakh candidates have been enrolled, 3.48 lakh have been
assessed, and 3.08 lakh individuals have been certified as trained
rural masons under PMAY-G. These trainees have undergone
structured on-site training modules, with certification conducted by
the Construction Skill Development Council of India (CSDCI). This
Page 2 of 3systematic and practical training approach ensures that masons
develop the hands-on skills required for high-quality, safe, and
durable housing construction in rural areas. In reference to this, out
of 52,255 enrolled candidates in the State of Maharashtra, 49,393
have been assessed, and 44,929 individuals have been certified as
trained rural masons.
In addition to the on-site training model, a parallel RMT initiative
has been introduced through the Rural Self Employment Training
Institutes (RSETIs) to broaden outreach and strengthen livelihood
opportunities. The RSETI model offers a structured training
environment with a standardized curriculum and hands-on practical
exposure, thereby reinforcing the mason skilling ecosystem and
improving access to local employment for trained candidates. A total
of 12,592 candidates have been certified through this initiative. In
reference to this, 65 individuals have been certified as trained rural
masons under RSETIs in the State of Maharashtra.
