GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT LOK SABHA UNSTARRED QUESTION NO. 4971 TO BE ANSWERED ON 23RD MARCH, 2026 EMPLOYMENT IN CHANDIGARH ADMINISTRATION 4971. SHRI MANISH TEWARI: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) the details of the number of persons registered with Employment Exchange Chandigarh during the last five years and the current year, year-wise; (b) the manner in which the said registered candidates were provided employment in Chandigarh Administration departments on temporary/contract/ outsourced basis; (c) whether the said administration has issued any rule/order mandating that 20–25 per cent of outsourced recruitment must be done through Employment Exchange; (d) if so, the details of the rule/order; and (e) the details of the monitoring mechanism of the Government to ensure compliance by the outsourcing agencies? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a): As per the information received from the UT of Chandigarh, a total of 8703 persons have registered with the Employment Exchange, Chandigarh during the last five years and 184 persons have registered during the current year. The year-wise details are as under: - Year Registration 2021 1870 2022 1443 2023 2268 2024 1679 2025 1443 2026 as on 16.03.2026 184(b): The registered candidates are sponsored to various departments of the Chandigarh Administration as well as to the Private Sector against requisitions received from them. The candidates are sponsored strictly as per the eligibility criteria, seniority and other conditions prescribed in the requisition received from the employer, i.e., Public and Private Sector. However, no names of registered candidates are sponsored on an outsourced basis. (c) & (d): At present, there are no such rules/instructions. (e): The monitoring of compliance by outsourcing agencies is carried out by the concerned departments of the Chandigarh Administration as per the terms and conditions of the outsourcing contract/agreement and the guidelines issued by the Chandigarh Administration from time to time, in accordance with the provisions and applicable rules. *****
