Will the Minister of CULTURE be pleased to state:
(a) whether the Government has taken any initiative to organize regular cultural festivals,
heritage awareness programmes, inter-school/inter-college competitions and community
cultural activities to enhance cultural participation of students and youth especially in
Amroha district including Gajraula, Hasanpur, Dhanaura and Joya areas of Uttar
Pradesh to provide a platform to local talents and promote cultural unity;
(b) if so, the details of the financial assistance, institutional participation, publicity plan
proposed by the Government for such events in the said areas and strategy adopted to
involve schools/colleges and local cultural groups; and
(c) if not, the reasons therefor?

(a) to (c) The Government of India has set up North Central Zone Cultural Centre
(NCZCC) at Prayagraj (Uttar Pradesh) to protect, promote and preserve various forms of folk
art and cultural of its member States including Amroha, Gajraula, Hasanpur, Dhanaura and
Joya of Uttar Pradesh. NCZCC organizes cultural festivals, heritage awareness programmes
and community cultural activities to enhance cultural participation of students and youth in
its member States including the State of Uttar Pradesh on regular basis. All the ZCCs under
Ministry of Culture are actively engaging youth by organising a wide range of programmes
aimed at bringing India’s artistic and cultural heritage closer to younger generations. These
include Guru Shishya Parampara Scheme which facilitates structured mentorship by master
artists in traditional art forms to young learners, thereby enhancing enrolment and sustained
training in indigenous arts.
NCZCC also organizes number of workshops & training camps in schools & colleges
to encourage younger generation to learn various traditional crafts like sculpture, pottery,
mask making, drum making etc.
The grant-in-aid released to NCZCC to organize various cultural programmes and
activities in their member States during the last three years is as under:

Ministry of Culture runs a scheme viz. Cultural Function and Production Grant Scheme
(CFPG) under which financial assistance is provided to organizations for organizing
Seminars, Conferences, Research, Workshops, Festivals, Exhibitions, Symposia, Production
of Dance, Drama-Theatre, Music etc. The grant released to the organizations located in Uttar
Pradesh under this scheme during the last three years is as under:

Besides, Ministry of Culture also organizes Rashtriya Sanskriti Mahotsavs (RSMs) at
national level through these ZCCs where a large number of folk & tribal artists including
local artists/ groups from all over India are engaged to showcase their talents in order to
spread awareness about rich culture amongst the masses/ youth of the country. In these
programmes, school and college students are engaged as volunteers for proper management
of the event. Till date, 14 RSMs and 04 Zonal Level RSMs have been organized by the
Ministry of Culture across the country.
