Sudha R: Will the Minister of EDUCATION be pleased to state: (a) the total number of Kendriya Vidyalaya's (KVs) opened in the country, State-wise particularly in the States of Andhra Pradesh, Uttar Pradesh, Jharkhand and district- wise details of Rajasthan; (b) whether the Government has any proposal to open/construct new KVs in the country, State-wise particularly in Andhra Pradesh, Godda Lok Sabha Constituency of Jharkhand, Bharatpur Lok Sabha Constituency and Sikri area of Dausa District of Rajasthan and Baghpat Lok Sabha Constituency of Uttar Pradesh, Mayiladuthurai Lok Sabha constituency of Tamil Nadu and if so, the details thereof; (c) the details of physical and financial progress of these schools and the timeline by which these KVs will be completed/operational; (d) whether any guidelines have been issued for establishment of Kendriya Vidyalayas in the country, if so, the details thereof; (e) the number of new students enrolled and studying in the KVs in the country particularly in the States of Andhra Pradesh and Uttar Pradesh during the last five years, year and district-wise; (f) the amount of funds allocated, released, utilised and spent by the Government during the last five years for this purpose, district-wise; and (g) whether more amount is being spent on KVs under PM Shri Scheme and if so, the details thereof? SUDHA R, HON’BLE MEMBERS OF PARLIAMENT ANSWERED ON 28.07.2025 REGARDING “ENROLMENT OF STUDENTS IN K.V.”. (a) At present, 1280 Kendriya Vidyalayas (KVs) are functioning across the country including 37 KVs in the State of Andhra Pradesh, 125 KVs in the State of Uttar Pradesh, 41 KVs in the State of Jharkhand and 78 KVs in the State of Rajasthan. District-wise details of KVs in Rajasthan are at Annexure-I. (b) & (c) Opening of new KVs is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations, with commitment to provide requisite resources including land and temporary accommodation for setting up a new KV as per norms. The proposals are subject to approval of the competent authority as per extant procedures. KVs are not opened on the criteria of State/ UT / Parliamentary Constituency/district. The Government of India, in December 2024, has approved opening of 85 new KVs under Civil/Defence Sector across the country and expansion of one existing KV Shivamogga, Karnataka by adding 2 additional Sections in all the classes at an estimated amount of Rs. 5872.08 crore (approx.). This includes capital expenditure component of Rs. 2862.71 crore (approx.) and operational expenditure of Rs. 3009.37 crore (approx.). State/UT-wise list of these KVs is at Annexure-II. Construction of permanent buildings for KVs is a continuous process, which depends upon identification of suitable land, completion of transfer / lease formalities in favour of Kendriya Vidyalaya Sangathan (KVS) by the sponsoring authorities, submission of drawings / estimates by construction agency, availability of funds and requisite approvals etc. (d) The detailed guidelines/norms for establishment of new KVs are available on KVS official website URL link - (https://kvsangathan.nic.in/en/norms-for-opening-new-kvs/).(e) As per information received from KVS, the number of new students enrolled and the total number of students studying in the KVs in the country during the last five years are as follows: Year New students enrolled Total students studying 2020-21 195081 1387763 2021-22 182846 1429434 2022-23 157914 1424147 2023-24 175386 1389560 2024-25 139660 1350518 The district-wise number of new students enrolled and the total number of students studying in KVs in the States of Andhra Pradesh and Uttar Pradesh during the last five years are at Annexure-III. (f) The budgetary support is provided to KVS every year as Grants-in-Aid under three distinct Heads of Account viz. Salaries, General and Creation of Capital Assets for opening and functioning of Kendriya Vidyalayas (KVs). Funds are not allocated to KVS State/UT/district-wise.
