The Minister of Labour and Employment addressed Unstarred Question No. 2455 regarding ESIC facilities in Assam. As of December 15, 2025, 3,42,000 Insured Persons are covered under the ESI Scheme in all 35 districts of Assam. The ESIC currently operates an 85-bedded hospital in Beltola, a 20-bedded hospital in Tinsukia, and 33 ESIS dispensaries. The ESIC has sanctioned the upgradation of the Beltola hospital to a 220-bedded Medical College and Hospital, and the Tinsukia hospital to a 100-bedded hospital. Funds released for the expansion and upgradation of the 220-bedded ESIC Medical College and Hospital, Beltola since 2021 include: Rs. 14.32 crore in 2021, Rs. 37.45 crore in 2024, and Rs. 42.64 crore in 2025. Additionally, Rs. 13.59 crore was released in 2024 for upgrading the 20-bedded ESI hospital in Tinsukia to a 100-bedded hospital.

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) whether Employees’ State Insurance Corporation (ESIC) facilities in
Assam are inadequate to meet the requirements of insured persons and
if so, the details thereof;
(b) the details of the key services and infrastructure that are lacking in the
State;
(c) the details of the funds sanctioned and released for ESIC expansion or
upgradation during the last three years and the current year; and
(d) the details of proposed plans of the Government to enhance ESIC service
coverage in Assam?

(a) to (d): In Assam, a total of 3,42,000 Insured Persons (IPs) are covered
under the Employees’ State Insurance (ESI) Scheme. The Scheme has been
notified in all 35 districts of the State. ESI Corporation presently operates
an 85-bedded hospital at Beltola and a 20-bedded hospital at Tinsukia.
Further, 33 ESIS dispensaries are also functional in the State to provide
primary healthcare services to the IPs.
For strengthening medical services in the State, ESIC has
sanctioned upgradation of the existing 85-bedded hospital at Beltola to a
220-bedded Medical College and Hospital and the existing 20-bedded
hospital at Tinsukia to a 100-bedded hospital.
The details of funds released during the since 2021 for
expansion and upgradation of 220 bedded ESIC Medical College and
Hospital, Beltola are as under
