C M RAMESH: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government proposes to establish an Industry-Linked Skill Development Centre in Anakapalli to meet the manpower requirements of the Visakhapatnam–Anakapalli industrial region; (b) if so, the details of the sectors proposed to be covered under the training programme; (c) the total number of youth proposed to be trained annually through the said centre; and (d) the placement mechanism proposed with the industries to ensure employment opportunities for the trained youth? C M RAMESH (a) to (d): Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres / institutes under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including Visakhapatnam- Anakapalli industrial region of Andhra Pradesh. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. Skill development training is being undertaken in Anakapalli and Visakhapatnam districts through the existing training ecosystem comprising Government Institutions, State Government Universities/Colleges, AICTE-affiliated institutions, ITIs, State Skill Development Missions (SSDMs), Sector Skill Councils (SSCs), Jan Shikshan Sansthans (JSSs) and other training partners. Further, the schemes of MSDE are demand-driven and the Training Centres (TC) are accredited/ affiliated on the basis of the proposal submitted by the Project Implementing Agencies, after taking the skill gap into account. Under PMKVY 4.0, Skill development training is imparted in the Anakapalli-Visakhapatnam region. At present, 68 Training Centres are empanelled (including 02 PMKK centres) in the Anakapalli- Visakhapatnam region. Some of the key sectors covered under PMKVY include Life Sciences, IT/ITeS, Logistics, Construction, Electronics & Hardware, Automotive, Capital Goods, Hydrocarbon, Power, Green Jobs, Plumbing, Apparel, Healthcare, Tourism & Hospitality, Instrumentation Automation Surveillance and Communication (IASC) and Management. Under NAPS, no separate Industry linked Skill Development Centre is established, as establishments use their existing workplace infrastructure and training facilities. At present, 292 establishments functional in the Anakapalli-Visakhapatnam region have engaged 15,142 apprentices. Under NAPS, apprenticeship opportunities are available across diverse sectors both through designated trades and optional trades. Under NAPS, apprentices have been engaged in sectors such as Retail, Life Sciences, IT-ITeS, Production and Manufacturing, Electrical, including New and Renewable Energy, Automobile, Automotive, Tourism and Hospitality, Fabrication, Construction, Electronics, Logistics, BFSI, Power, Agriculture, Furniture and Fittings, Rubber, Marine and other allied sectors. Under JSS, the training is offered in 83 National Skill Qualification Framework (NSQF) aligned job roles in 24 different sectors, varying from Level 2 to Level 4. Some of the popular sectors are Apparel Made-Ups & Home Furnishing, Beauty & Wellness, Automotive, Capital goods, Handicrafts & Carpets, Food Processing, Agriculture, Domestic Worker, Electronics & Hardware, Plumbing etc. At present, one JSS is functional in Visakhapatnam district. Under CTS, skill training is imparted through a network of Industrial Training Institutes (ITIs) in 170 NSQF-aligned trades. Each trade has a dedicated course curriculum. The duration of training is six months, one year, and two years. The training courses under CTS are designed to impart basic skills and knowledge in the respective trades so as to prepare trainees for wage employment as well as self-employment. At present, there are 520 ITIs established in Andhra Pradesh, out of which 85 are Government and 435 are Private ITIs. The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme aims to enhance the overall quality and relevance of vocational training in the country. The Scheme has a total outlay of Rs. 60,000 crore (Central Share – Rs. 30,000 crore, State Share – Rs. 20,000 crore and Industry Share – Rs. 10,000 crore). The scheme comprises of two components:i. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. ii. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership, and curriculum development. The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) Scheme is being implemented across States/UTs, including Andhra Pradesh, to upgrade the quality and relevance of Industrial Training Institutes (ITIs). The National Steering Committee (NSC) has approved six (6) Strategic Investment Plans (SIPs) submitted by Anchor Industry Partners (AIPs), comprising three from Telangana, one from Odisha, one from Gujarat and one from Andhra Pradesh. The approved Visakhapatnam Cluster comprises one (1) Hub ITI and three (3) Spoke ITIs, with ArcelorMittal Nippon Steel (AM/NS India) selected as the Anchor Industry Partner (AIP). As per the approved Strategic Implementation Plan (SIP), the focus sectors include Steel & Engineering, Ferro Alloys & Metals, Advanced Manufacturing, Automation & Industry 4.0, Electric Vehicles (EVs), Renewable Energy, Shipbuilding & Marine Engineering, Petrochemicals, Logistics & Supply Chain, IT/Data Centers and Healthcare. ITI, Andhra Pradesh Visakhapatnam Cluster Govt ITI ,Bobbili Kancharapalem Govt ITI, Narsipatanam 34 States/UTs have constituted their State Steering Committee (SSC) led by Chief Secretary of the State/UT, an apex body at the State/UT level for guiding and overseeing the implementation of scheme. 23 States/UTs have floated their proposal for inviting the interest of industry. The Scheme is proposed to be implemented in a phased manner over a period of five (5) years. To ensure employment opportunities for the trained youth in the country, including the Visakhapatnam-Anakapalli industrial region, the following mechanisms have been adopted by MSDE: i. National Council for Vocational Education and Training (NCVET) has been set up as an overarching regulator establishing regulations and standards to ensure quality in the Technical and Vocational Education and Training (TVET) space. ii. The Awarding Bodies recognized by NCVET are expected to develop the qualifications as per the industry demand and map them with the identified occupations as per the National Classification of Occupations, 2015 and obtain industry validations. iii. 36 Sector Skill Councils (SSCs), led by industry leaders in the respective sectors, have been set up which identify the skill development needs of respective sectors as well as to determine skill competency standards. iv. Directorate General of Training (DGT) under the aegis of MSDE is implementing Flexi MoU Scheme and Dual System of Training (DST) which are meant to provide training to ITI students in industrial environment as per their requirements. v. Under PMKVY, the new age/future skills job-roles have been specially aligned with Industry 4.0 requirements in areas like AI/ML, Robotics, Mechatronics, Drone Technology, etc. for upcoming market demand and industry requirements. vi. DGT has introduced new age /future skills courses under CTS to provide training in emerging areas such as 5G Network Technician, Artificial Intelligence Programming assistant, Cyber Security Assistant, Drone Technician etc.vii. DGT has signed MoU with IT Tech companies like IBM, CISCO, Microsoft, AWS etc. to ensure industry linkages for the institutes at the state and regional levels. These partnerships facilitate the provision of technical and professional skills training in modern technologies. viii. The National Education Policy (NEP), 2020 envisages greater integration of vocational education with mainstream education and promotes seamless mobility between academic and vocational pathways. In line with this vision, the Apprenticeship Embedded Degree Programme (AEDP), developed in collaboration with UGC and AICTE, enables students enrolled in degree and diploma programmes to undertake apprenticeship training as an integral part of their curriculum. The programme enhances employability, promotes outcome-based learning, strengthens industry-academia linkages and facilitates acquisition of industry-relevant skills. ix. Kaushal Melas and Pradhan Mantri National Apprenticeship Melas (PMNAMs) are organised to facilitate the placements and apprenticeship opportunities to the certified candidates. *****
