Establishment of New AYUSH Medical College and Hospitals

Will the Minister of AYUSH be pleased to state:
(a) whether the Government has any proposal to establish new AYUSH medical colleges,
AYUSH hospitals and to upgrade the existing healthcare infrastructure in tribal-dominated
Parliamentary constituencies in the country, State/UT-wise particularly in Dahod district of
Gujarat;
(b) if so, the details thereof along with the details of the funds allocated and utilised for this
purpose during the last three years; and
(c) the specific steps taken by the Government to address the acute shortage of specialist doctors
and medical staff in the Dahod Parliamentary Constituency?
ANSWER

(SHRI PRATAPRAO JADHAV)
(a) & (b) Public Health being a State subject, establishment of new Ayush medical colleges,
Ayush hospitals and upgradation of existing healthcare infrastructure in tribal-dominated
Parliamentary constituencies in the country including Dahod district of Gujarat comes under the
purview of respective State/UT Governments. However, under Centrally Sponsored Scheme of
National Ayush Mission (NAM), there are provisions for establishment of new Ayush colleges in
the States where availability of Ayush teaching institutions is inadequate in Government sector,
setting up of 50 /30 /10 bedded integrated Ayush Hospitals, upgradation of infrastructure of
existing standalone Government Ayush Hospitals, upgradation of infrastructure of existing
Government/Panchayat/ Government aided Ayush Dispensaries and operationalization of
Ayushman Arogya Mandir (Ayush) [AAM(Ayush)] by upgrading existing Ayush Dispensaries
and Sub Health Centers. Under NAM, the status of funds allocated/released and utilisation
reported by State/UT Governments during the last three years for establishment of new Ayush
colleges, integrated Ayush Hospitals, upgradation of existing standalone Government Ayush
1Hospitals, existing Government/Panchayat/ Government aided Ayush Dispensaries and
operationalization of AAM (Ayush) as per the proposals received from State/UT Governments
through State Annual Action Plans (SAAPs) is furnished at Annexure.
(c) Public Health is a State subject, the primary responsibility to fill up the posts of specialist
doctors and medical staff in the Dahod Parliamentary Constituency comes under the purview of
respective State Government. However, under NAM, there is provision for contractual
deployment of Ayush doctors in the activities of setting up of 50/30/10 bedded integrated Ayush
Hospitals and upgradation of exclusive standalone Ayush Hospitals. State/UT Governments
including Gujarat may avail financial assistance by submitting suitable proposals through SAAP
as per the guidelines of the scheme.
