Dr. Gumma Thanuja Rani: Will the Minister of EDUCATION be pleased to state: (a) the number of Kendriya Vidyalayas (KVs) opened proposed to be opened in the country during the last five years, State-wise, and district-wise in Andhra Pradesh along with the timelines fixed for its commencement thereof; (b) whether any proposals for new KVs are pending for approval in aspirational and backward districts of the said State and if so, the details thereof; (c) the amount of funds sanctioned/allocated for establishment of new KVs in the said State during the last five years; and (d) the steps taken by the Government to address delays, if any, in establishment of KVs in the said State? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (d) Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India/State Governments/ Union Territories Administrations, with commitment to provide requisite extent of land, free of cost and suitable rent-free temporary accommodation for setting up a new KV, as per Kendriya Vidyalaya Sangathan (KVS) norms. At present, 1289 KVs including 38 KVs in Andhra Pradesh are functional across the country. KVs are not opened on the criteria of State/UT/Parliamentary Constituency/District.During the last five years (i.e. 2020-21 to 2024-25) and current year (i.e. 2025- 26), 58 KVs have been opened and made operational including 03 KVs in Andhra Pradesh. State/UT-wise details of these KVs are at Annexure-I. The Government of India has sanctioned 85 new KVs in December, 2024 including 08 KVs in the State of Andhra Pradesh and 57 new KVs in October, 2025 including 04 KVs in the State of Andhra Pradesh. Out of 08 KVs sanctioned in December, 2024, 02 KVs i.e. KV Palasamudram Village, Gorantala Mandal, District Sri Satya Sai and KV, Dhone, District Nandyal have been opened from the session 2025-26. Further, out of 04 KVs sanctioned in October, 2025, orders for opening of 02 KVs i.e. KV, Mangasamudram Village, District & Mandal Chittoor and KV, Bairaganipalle, Kuppam, District Chittoor have been issued. The State Governments/Sponsoring Authorities have been requested regularly to transfer the requisite extent of suitable land and suitable temporary accommodation in favour of KVS. KVs are made functional after receipt of requisite extent of suitable land and temporary accommodation in favour of KVS, as per KVS norms. State/UT- wise details of these 85 and 57 newly sanctioned KVs as well as status thereof is at Annexure-II and Annexure-III respectively. The budgetary support is provided to KVS every year as Grants-in-Aid under three distinct Heads of Account viz. Salaries, General and Creation of Capital Assets for opening and functioning of KVs. Funds are not allocated to KVS State/UT/District- wise.
