Parliament Question: Establishment of new MSCS

GOVERNMENT OF INDIA MINISTRY OF COOPERATION RAJYA SABHA UNSTARRED QUESTION NO. 1282 TO BE ANSWERED ON 11th FEBRUARY, 2026 Establishment of new MSCS 1282 Smt. Sumitra Balmik: Will the Minister of Cooperation be pleased to state: (a) the benefits accruing to the farmers of Madhya Pradesh (MP) from the establishment of the three new Multi-State Cooperative Societies (MSCS): Exports, Organic Products and Seeds; (b) how Government plans to link the tribal producers of organic "Kodo-Kutki" (Millets) in MP with the National Cooperative Organics Ltd. (NCOL) to access global markets; and (c) the mechanism to return the export profits directly to the bank accounts of the primary farmer- members? ANSWER THE MINISTER OF COOPERATION (SHRI AMIT SHAH) (a) With the approval of the Union Cabinet, the Ministry of Cooperation has established three national-level multi-state cooperative societies: National Cooperative Exports Limited (NCEL) for exports, National Cooperative Organics Limited (NCOL) for organic produce, and Bharatiya Beej Sahakari Samiti Limited (BBSSL) for quality seeds. These societies are registered under the Multi- State Cooperative Societies (MSCS) Act, 2002. Cooperative societies at all levels- from PACS to Apex- are eligible to become their members. Farmers in Madhya Pradesh are deriving significant benefits from the initiatives of these three societies. So far, 1611 cooperative societies have become members of NCEL. Additionally, NCEL is working in close coordination with two state-appointed nodal agencies (Madhya Pradesh State Agricultural Marketing Board and Madhya Pradesh State Cooperative Union) to connect with farmers and farmer collectives across the state. In June 2025, NCEL and the state nodal agencies organised a Commodity Seminar in Bhopal focused on increasing export readiness and raising awareness about the cooperative framework. BBSSL and NCOL have enrolled 837 and 1331 member cooperative societies in Madhya Pradesh, respectively, and are actively conducting seed and organic business in the State. (b) As the country’s designated umbrella organisation for cooperative sector exports, NCEL is focused on facilitating exports of all agricultural and allied commodities that have a marketable surplus. NCEL has signed an MoU with NCOL to facilitate the export of organic produce from India’s cooperative sector. Further, the Government, through NCOL, is handholding PACS members in Madhya Pradesh, with priority focus on tribal and naturally pesticide-free areas, to transition them into organic production.(c) As per clauses 55 and 58 of its registered Byelaws, NCEL has a provision to distribute dividends to its member cooperatives. In Financial Year 2023-24, NCEL distributed dividends to members against their paid-up share capital at the rate of 20 percent. *****
