Parliament Question: Establishment of Startups

ESTABLISHMENT OF STARTUPS 1532. SHRI NARAYAN TATU RANE: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एव ं उद्योग मंत्री (a) the number of start-ups established in Ratnagiri-Sindhudurg Lok Sabha Constituency of Maharashtra and Goa started during the last three years; (b) whether the Government has reviewed them, if so, the details thereof; (c) the total funds raised by these start-up companies so far; (d) the details of profits earned by these companies during the last three years; (e) whether the Government proposes to ease the regulatory regime for start-up companies, if so, the details thereof; and (f) the details of other steps taken by the Government to promote the Start-up India programme in Maharashtra and Goa? ANSWER वाणिज्य एव ं उद्योग मंत्रालय में राज्य मंत्री (श्री जितिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a) Ratnagiri-Sindhudurg Lok Sabha Constituency comprises of two districts Ratnagiri and Sindhudurg in the State of Maharashtra. In the last three years viz. 2022, 2023 and 2024, total of 45 and 28 entities have been recognized as startups by the Department for Promotion of Industry and Internal Trade (DPIIT) from Ratnagiri and Sindhudurg districts respectively. From the State of Goa, 330 entities have been recognized as startups by DPIIT in the last three years viz. 2022, 2023 and 2024. (b) : The Government under the Startup India initiative implements the States’ Startup Ranking Framework (SRF) exercise, which is a capacity building exercise that evaluates participating States and Union Territories in their efforts to build an ecosystem conducive to growth of startups. The exercise also includes evaluation of elements such as district coverage, and grassroot and rural impact. In the latest concluded edition of SRF exercise, the State of Maharashtra (that includesRatnagiri and Sindhudurg districts) was recognised as a Top Performer and the State of Goa was recognised as a Leader. ( c) : Under Startup India initiative, the Government provides financial support to startups at various stages of their business cycles under schemes namely, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS) and Credit Guarantee Scheme for Startups (CGSS). FFS has been established to catalyze venture capital investments and is operationalized through Small Industries Development Bank of India (SIDBI), which provides capital to Securities and Exchange Board of India (SEBI) registered Alternative Investment Funds (AIFs) which in turn invest in startups. AIFs supported under FFS are required to invest at least two times of the amount committed under FFS in startups. From the State of Maharashtra, selected AIFs th under the Scheme have invested Rs. 5,605.86 crore in 265 startups as on 30 June 2025. From the State of Goa, selected AIFs under the Scheme have th invested Rs. 124.39 crore in 2 startups as on 30 June 2025. SISFS provides financial assistance to seed stage startups through incubators. From the State of Maharashtra, selected incubators have approved funds of th Rs. 95.62 crore to 511 startups as on 30 June 2025. From the State of Goa, selected incubators have approved funds of Rs. 2.79 crore to 21 startups as on th 30 June 2025. CGSS is implemented for enabling collateral free loans to startups through eligible financial institutions. CGSS is operationalized by the National Credit Guarantee Trustee Company (NCGTC) Limited and has been operationalized from 1st April 2023. From the State of Maharashtra, total of 67 loans amounting to Rs. 145.81 th crore have been guaranteed to startups as on 30 June 2025. (d) : Information with respect to profits earned by startups is not maintained by the Department. (e) : Government has taken various measures to ease the regulatory regime for startups including starting up of business, raising capital, and reducing compliance burden. The key focus areas of the initiatives are: i. Simplification of procedures related to applications, renewals, inspections, filing records, etc., ii. Rationalization by repealing, amending or subsuming redundant laws, iii. Digitization by creating online interfaces eliminating manual forms and records, and iv. Decriminalization of minor technical or procedural defaults. Specifically for startup ecosystem, the Government has taken more than 60 measures to enhance ease of doing business, raising capital and reducingcompliance burden. These measures include profit linked deductions under Section 80-IAC of the Income Tax Act 1961, relaxation in compliances, carry-forward of losses, fast-track approval process for in-bound mergers, faster-exit provisions, relaxation in public procurement, etc. (f) : Under Startup India initiative, the Government is undertaking various other steps to promote the startup ecosystem, including in the States of Maharashtra and Goa. These steps include implementation of periodic exercises and programs such as National Startup Awards, and Innovation Week which play an important role in the holistic development of the startup ecosystem. Government also encourages and support ecosystem led initiatives as Startup Mahakumbh which serve as a vibrant platform for stakeholders to network and collaborate. Initiatives to improve market access and enable public procurement also support startups in growing and scaling up their businesses have also been undertaken. Digital platforms such as the Startup India portal and BHASKAR enable easy access to resources and startup ecosystem collaboration. Various events and workshops have been conducted specifically in the States of Maharashtra and Goa to promote and strengthen the startup ecosystem. These include Startup20 Goa Sankalpana, Women for Startups Workshop in Maharashtra and Goa, Global Venture Capital Summits in Goa, and Startup India Yatra conducted across 16 districts in Maharashtra. *******
