Parliament Question: EV Charging Infrastructure in Ladakh

GOVERNMENT OF INDIA MINISTRY OF HEAVY INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 1541 ANSWERED ON 28.07.2026 EV CHARGING INFRASTRUCTURE IN LADAKH 1541. SHRI MOHMAD HANEEFA: Will the Minister of HEAVY INDUSTRIES be pleased to state: (a) whether the Government has assessed the requirement of a comprehensive public Electric Vehicle (EV) charging network in the high-altitude and strategically important region of Ladakh, particularly along the Leh–Manali and Srinagar–Leh highways; (b) whether the Government proposes to establish or facilitate EV charging stations at fuel stations and other suitable public locations under Central schemes in Ladakh and if so, the details thereof; (c) the details of number of public EV charging stations sanctioned and made operational in Ladakh under various schemes; (d) whether viability gap funding, capital subsidy or other incentives are being provided for setting up charging stations in remote and sparsely populated regions, if so, the details thereof; and (e) the details of steps being taken to promote electric mobility in the environmentally sensitive Himalayan region of Ladakh? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA) (a) to (e): No such assessment has been carried out by MHI as on 23.07.2026. Setting up of EV charging stations (EVCS) is an unlicensed activity and any institution/entity including manufacturers of EVs/ EV chargers and private players are free to setup, operate and maintain EVCS across India. Under FAME-II scheme, an allocation of Rs.912.50 crore was made for setting up of EV public charging stations (EVPCS). Further, an Rs.2,000 crore has been allocated under the PM E-DRIVE Scheme for deployment of EVPCS on pan India basis, including Ladakh region. Further, no state-wise allocation has been done under the FAME-II scheme. Further, no proposal has been received from Ladakh under the PM E-DRIVE scheme. As per information received from 3 Oil Marketing Companies namely BPCL, IOCL and HPCL, under the FAME-II scheme, a total of 13 EVPCS have been sanctioned for Ladakh out of which, 12 EVPCS are operational as on 01.07.2026. *******
