GOVERNMENT OF INDIA MINISTRY OF POWER LOK SABHA UNSTARRED QUESTION NO.860 ANSWERED ON 23.07.2026 EXEMPTION TO CHINESE COMPANIES TO PARTICIPATE IN POWER PROJECTS 860. SHRI KISHORI LAL: PROF. SOUGATA RAY: Will the Minister of POWER be pleased to state: (a) whether the Government has granted any exemptions or special permissions to Chinese companies to participate in power generation, transmission or distribution projects in the country; (b) if so, the details thereof, company-wise and project-wise and the reasons for granting such exemptions; (c) whether any exemptions have been granted from security clearance requirements to Chinese firms or their subsidiaries for participation in power sector projects; (d) if so, the details thereof and if not, the reasons therefor; (e) whether the Government has undertaken any national security assessment before allowing Chinese companies to participate in critical power infrastructure projects and if so, the details of the assessment framework; and (f) the details of Chinese investments, joint ventures or technology collaborations presently existing in the Indian power sector, indicating the nature of investment, project location and current status? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK) (a) & (b): The Government has recently allowed following four entities, having substantial ownership by entities from land border sharing countries, for participation in the procurement bids for power projects for a period of two years w.e.f. 24.06.2026, subject to such entities complying with the prescribed ……….2.- 2 - domestic content requirements: i. M/s TBEA Energy India Pvt. Ltd. ii. M/s Nanjing Electric India Pvt. Ltd. iii. M/s New Northeast Electric India Private Limited iv. M/s Taikai Electric (India) Pvt. Ltd. This would enhance competition, promote price stability, and address supply constraints, while supporting the objectives of the Atmanirbhar Bharat initiative. (c) to (e) : The products manufactured at such India-based facilities are subject to mandatory testing and certification as per Indian Standards by designated certifying agencies. Adequate safeguards, including required compliance with applicable cyber security standards and guidelines, are in place to address national security concerns, while facilitating competitive procurement.
